STATEMENT OF WORK

EW Strategy Implementation Plan Workshops

Analysis and methodologies for developing an Electronic Warfare (EW) Strategy Implementation Plan.

December 2018

Revised 2 January 2019

1. SCOPE

This Statement of Work (SOW) defines the efforts required to conduct 4 workshops to assess the state of combat system advancements, including the development and introduction of artificial intelligence algorithms, and evaluate how autonomous and artificially intelligent systems are trained, what data is used, and how that data is harvested, developed, and protected. These workshops shall include technical presentations, facilitated discussions, and operational vignettes, which shall explore opportunities and challenges associated with these trends. The results of this workshop shall be documented and delivered to the Government at the conclusion of each workshop.

1.1 Background.

The growing use of autonomous and cognitive controls in military combat systems offers the potential for dramatic improvements in capability and adaptability. It also creates vulnerabilities related to the data these systems create and use. Autonomous or cognitive combat systems employing forms of artificial intelligence such as machine learning need to train with inputs representing environmental factors and friendly, non-combatant, and threat systems operated by autonomous controls or capable human operators. As autonomy algorithms become more proliferated, the data used to turn a learning machine into a combat system may become the most valuable resource in defense system development and the centerpiece of the next revolution in military affairs. These trends are particularly crucial in the development of advanced electronic warfare capabilities and the use of the electromagnetic spectrum as a domain of warfare.

Historically, defense acquisition has centered around the development and fielding of platforms like aircraft, ships, satellites, and vehicles or hardware systems such as radars, weapons, or countermeasures. During the last 20 years, software became a more important element of new defense programs as military operations became increasingly networked and military forces incorporated more numerous and sophisticated sensors, control systems, and weapons. Today, software development drives much or all of the cost for many major defense acquisition programs.

This mirrors trends in the development of durable commercial products such as automobiles or appliances. Despite the growing centrality of software algorithms in military systems, defense acquisition professionals often focus on timelines and requirements for development of hardware and treat software development as a secondary concern.

This emphasis is supported by the Federal Acquisition Regulations (FAR) and DoD acquisition instructions and often leads the government to create software that is obsolete by the time the hardware it operates is completed.

Moreover, this hardware-centric approach leads program managers to save money by not buying the software rights for new military systems.

The delegation of software development and maintenance to DoD contractors also introduces vulnerabilities. Chinese and other state competitors have ex-filtrated technical information from the computer networks of U.S. defense system manufacturers that could enable them to build their own systems, defeat U.S.

systems, or introduce flaws or access points into U.S. combat system algorithms that may go unnoticed by the system manufacturer. Although these same attacks could be perpetrated against DoD networks, if the government owned software rights and held software, it may be in a better position to assess the impact or recover from a computer network breach at a contractor facility.

Defense system manufacturers also have failed to exploit the increasing importance of algorithms to weapons systems and instead focus on selling hardware to the government. Once they are established as the incumbent hardware provider, the manufacturer has an advantage in fielding hardware and software modifications to the combat system, providing an ongoing source of revenue. This model, however, is of decreasing utility in the

Information Age. The continued evolution of platforms to be payload carriers and the advent of inexpensive computer processors and memory chips, reprogrammable operating systems, and adaptable multi-function electromagnetic arrays suggest U.S. military forces will begin to adopt new capabilities through a new software load, not by installing new hardware. Defense manufacturers may need to consider building their business models around software. Defense acquisition policy may require updates to support the sustainability of industry partners focused on software.

This series of workshops will assess the state of combat system advancements, including the development and introduction of artificial intelligence algorithms, and evaluate how autonomous and artificially intelligent systems are trained, what data is used, and how that data is harvested, developed, and protected. As part of this research, the workshops will assess how acquisition regulations and practices address computer algorithms and data, including the role of civilian research institutions and non-defense companies in gathering and developing data. The output of the workshops will provide recommendations to adjustments that may improve how the Department of

Defense introduces artificial intelligence, develops software algorithms, and protects the associated data.
