SECTION A - SOLICITATION/CONTRACT FORM
SUMMARY OF CHANGES
The required response date/time has changed from 17-Oct-2018 12:00 AM to 31-Oct-2018 4:00 PM.
Question 3: Please provide the start and end date of the period of performance
Answer 3: Please see Answer 2 within Solicitation Amendment 0001.
Question 4: For the purposes of price evaluation, would the Government please provide quantities for CLINs 0002 and 0004
Answer 4: The Pricing Matrices in Section B for CLINs 0002 and 0004 are to be filled out and submitted with the proposal. In accordance with Federal Acquisition Regulations (FAR) Part 15 Contracting by Negotiation, the Government intends to award a firm fixed priced, indefinite delivery indefinite quantity (IDIQ) contract. The Government chose an IDIQ contract IAW FAR Part 16.504(a) because the exact requirements will be unknown at the time of contract award. Therefore, the Government cannot provide exact quantities as the Pricing Matrices are required to be completed for evaluation of total price.
Question 5: Request substitution of p/n M49055/12-5 ribbon cable in place of find 1 p/n M49055/1-5 on drawing 3738AS125. MIL-DTL-49055/1E is inactive for new design after June 1997. The /1 cable contains PVC insulation which is not to be used for aerospace and shipboard applications. M49055-DTL/12C is similar to /1 except the insulation is less toxic/flammable and is rated for a higher temperature. Please review MIL-DTL-83503/7E sheet 4 under “Interface:” It states that the flat cable should be “in accordance with MIL-DTL-49055/11, MIL-DTL- 49055/12…”. Unless notified otherwise CMS will quote using the M49055/12-5 ribbon cable.
Answer 5: This is an acceptable substitute. It still meets the MIL-SPEC characterizations on the required drawing.
Question 6: It is mentioned that Standard Commercial Warranty will not be included in the page count. Additionally, in the table, Warranty Documentation is mentioned as part of the submission. Are Standard Commercial Warranty and Warranty Documentation one and the same? Will the Government please clarify the type of warranty documentation needed?
Answer 6: Standard Commercial Warranty and Warranty Document are considered the same. Please include the warranty documentation within Volume II as it will not count against the page count of Volume II.
Question 7: Please clarify the terminal lug p/n’s shown on sheet 2, area 3B of the 3738AS118_B drawing. p/n MS25036-106 is show as being used for three terminations. The part list indicates that there is qty 1 of find 20, p/n MS25036-106 and the wire list indicates that wires 001 & 002 are both installed into find 20. The wire list indicates that the (B) end of wire 004 is installed into find 8, p/n MS25036-102 and that the (B) end of wire 044 is installed into find 7 p/n MS25036-103. Unless notified otherwise CMS will disregard the p/n callouts on sheet 2 and quote using the part numbers shown on the wire and part list.
Answer 7: There are three lugs as called out on the first page and wire list. That page is the one that lists the correct call outs.
N0016418RWR98
Question 8: Note 13 on sheet 1states that “Open-ended wires should be stripped and tinned.” Unless notified otherwise CMS will use a strip length of 0.25” for these wires.
Answer 8: That is acceptable. There is no defined length needed.
Question 9: If three (3) purchase/task orders are part of one (1) IDIQ, will the Government accept one (1) PPQ submission that lists all three (3) purchase/task orders, or do three (3) PPQs need to be submitted?
Answer 9: According to the Solicitation a maximum of three recent past performance references are to be submitted.
Question 10: Are CPARs able to be used in lieu of PPQs?
Answer 10: CPARs are not to be used in lieu of PPQs.
Question 11: We cannot find the part number RV6SAYA202A, Resistor Variable 2k ohm. Do you have an equivalent?
Answer 11: Any 2k ohm resistor that meets the MIL-R-94/3 guideline is acceptable.
Question 12: Is a M85049/48-2-3 D-sub backshell. What finish is required on this part? 48-2-3F is cadmium plating with yellow passivation, while 48-2-3N is electroless nickel plating.
Answer 12: Either finish is acceptable.
Question 13: Note 2 states to put Marker B, 7 inches = or - .5 back from P3 connector. Marker B is the cable part number, and the illustration shows Marker B placed near the center of the cable behind Marker A. What is the required location of Marker B?
Answer 13: The note is correct. It should be 7 inches from the connector.
Question 14: Note 7 states to place item 15, 16.5 inches + or - .5 from the connector side of P3. The illustration shows item 15 with a length of 18.5 inches + or - .5 from the connector side of P3. What is the correct length from the connector side of P3 for Item 15?
Answer 14: The note is correct. It should be 16.5 inches from the connector.
