Note: Year 1 prices shall be in effect from date of award for a period of one year for any order placed within that period. Then Year 2 prices will become in effect for one year, then Year 3 prices and so on.

HQ B-2-0004 EXPEDITING CONTRACT CLOSEOUT (NAVSEA) (DEC 1995)
(a) As part of the negotiated fixed price or total estimated amount of this contract, both the Government and the Contractor have agreed to waive any entitlement that otherwise might accrue to either party in any residual dollar amount of $500 or less at the time of final contract closeout. The term "residual dollar amount" shall include all money that would otherwise be owed to either party at the end of the contract, except that, amounts connected in any way with taxation, allegations of fraud and/or antitrust violations shall be excluded. For purposes of determining residual dollar amounts, offsets of money owed by one party against money that would otherwise be paid by that party may be considered to the extent permitted by law.
(b) This agreement to waive entitlement to residual dollar amounts has been considered by both parties. It is agreed that the administrative costs for either party associated with collecting such small dollar amounts could exceed the amount to be recovered.
Section C - Descriptions and Specifications

STATEMENT OF WORK
GNU Software Defined Radio Training Courses
N00164-19-R-WQ82
1. Scope.
The scope of this effort is to provide (a) multiple offerings of a Basic/Introductory level of the GNU Software Defined Radio (SDR)/Universal Software Radio Peripheral (USRP) course, (b) multiple offerings of an Advanced level of GNU SDR course based upon the USRP, and (c) multiple offerings of an Advanced Level Digital Signal Processing (DSP) course, for the period of performance of the contract. In addition, the Contractor shall provide consultation services to answer questions from students after conclusion of each course for the period of performance of the contract.
1.1 Background
Electronic Warfare is one of NSWC Crane’s three (3) major focus areas. These courses directly support this focus area through their hands-on application of the GNU SDR USRP, free open source, software radio development platform.
2. Reference Documents.
None.
3. Requirements.
The Contractor shall provide the following courses:
a. Basic/Introductory hands-on course, of 3-day duration (minimum), for up to 10 students, based on the GNU SDR USRP, free open source and software radio development platform. The Basic/Introductory course shall provide sufficient class time for students to get hands-on (instructor guided) time for actual development of applications. The Contractor shall provide the following hardware and software materials to each student in the course:
i. Ettus Research Universal Software Radio Peripheral (USRP) B200 mini
ii. Antenna
iii. Bootable USB Drive (for off-site classroom use, see note 1)
iv. Bootable CD/DVD-ROM (for work use)
v. The material contained in the Bootable USB Drive and the CD/DVD-ROM.
NOTE 1: The USB Drive is not allowed on NSWC Crane property in accordance with Department of Defense policy.
b. The Contractor shall provide a Advanced GNU SDR course offering, for up to 10 students, that shall teach students techniques for writing more complex GNU SDR applications, including custom Digital Signal Processing (DSP) functions using C++ and Python programming languages. Class time allotted to providing hands-on experience with the development of applications along with instructor guidance/oversight is required. Each course shall have a maximum of 10 students.
c. The Contractor shall provide a five (5) day Advanced Level Digital Signal Processing class, for up to 10 students, consisting of lectures and laboratory exercises based upon the GNU SDR USRP to demonstrate theoretical material in actual use in over-the-air transmissions.
The Contractor shall provide the following basic course material for each student in the offered class:
a. PowerPoint presentation for note taking by the student.
b. Textbooks/binders of course material (as necessary)
3.1 Training and Learning Plan
The Contractor shall be responsible for providing basic and advanced training courses on the GNU SDR USRP and GNU SDR Software Development to NSWC Crane students that is in accordance with the latest technical guidance for each class instructed. The Contractor shall provide supporting materials to each student and shall include:
a. Course Agenda
b. Table of Contents
c. Class Schedule
d. Instructional handouts and applicable lab exercises
e. Software
f. Documentation (Bound PowerPoint Presentations, textbooks (if applicable))
g. Course Evaluation Forms
3.1.1 New Learning Plan
The Contractor shall prepare a new learning plan for each course (Basic GNU SDR USRP, Advanced GNU SDR USRP, and Advanced DSP) if the material significantly changes from the previous course due to any changes in technical guidance. The change in course material shall be considered significant if more than 10% of the material is impacted due to change in regulatory or technical guidance.

3.2 The Basic/Introductory GNU SDR USRP Course.
The Basic/Introductory GNU SDR USRP course shall include the following topics, as a minimum:
a. Principles and concepts of direct conversion software defined radio systems using the National Instrument (NI) / Ettus Research’s USRP hardware.
b. How to create data flow applications using the GNU Radio companion software by implementing a simple digital communication transmitter and receiver application.
c. How to create more sophisticated signal processing applications by writing GNU Radio applications using the Python scripting language and by extending GNU Radio with custom signal processing blocks written in C++.
CDRL A002 – Presentation Material, Basic/Introductory Course Material
3.2.1 Material Required to Support Laboratory Programming Exercises (per student in class)
a. One (1) each – USB 3.0, 16 MB Thumb Drive, pre-configured with Ubuntu Lynx and GNU Radio Live SDR Environment
b. One (1) each – Antenna, Ettus Research Model Vert900, P/N: 782773-01, 824 to 960 MHz and 1710 – 1990 MHz)
c. One (1) each – Ettus Research USRP Model B200mini-i, P/N: 785887-01, 1X1, 70 MHz to 6 GHz
3.3 The Advanced GNU SDR Course.
The Advanced GNU SDR course shall include instruction on the following topics, as a minimum:
a. Building GNU Radio Applications with the Python Programming Language.
b. Custom DSP Block Development using C++.
c. Adding Flow-Based Meta-data using Stream Tag API.
d. Using the GNU Radio Asynchronous Messaging API.
e. Digital Communication Techniques using GNU Radio.

3.4 Advance Level Digital Signal Processing Course.
The Advanced Level Digital Signal Processing course shall include instruction and laboratory exercises in the following topics and shall be based upon the USRP, as a minimum:
a. Linear Time Invariant (LTI) systems
b. Baseband and passband signal representation
c. Time domain and frequency domain representation
d. Wideband vs. narrowband signals
e. Analog-to-digital conversion and back
f. Digital filtering in the time and frequency domains
g. Sample rate changes – interpolation and decimation
h. Digital modulation (bits vs. symbols)
i. Forward error correction
j. Layer 2 framing and packetization
k. Effects of noise, frequency/timing offset, relative motion, multipath
l. Carrier frequency and phase recovery
m. Symbol timing recovery
n. Layer 2 frame synchronization

3.5 Consultation Services
The Contractor shall provide consultation services for the period of performance of the contract. These Consultation services shall include phone calls or e-mail exchanges between the student(s) and the instructor on projects completed during the class, technology changes within the contract period of performance, and request(s) for technical guidance to overcome any challenges incurred at the workplace when student(s) attempt to apply knowledge gained from the course(s). If technology changes result in deviations from the course material provided in any courses instructed during the contract period of performance, the Contractor shall be available for consultation for any student who has received instruction from the Contractor during the contract period of performance to ensure students stay abreast to the latest technology changes/advancements.
The Contractor shall document all requests for consultation services. The record shall be maintained in one (1) of the following:
a. MicroSoft Excel
b. MicroSoft Word
c. Hand written
The record shall contain the following data:
a. Name of Government Student requesting consultation
b. Date of Consultation
c. Times of the Consultation
d. Total Time Charged for the Consultation

4.1 Security Classification.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

Area Workflow (WAWF) for invoices shall include summaries of work charged during the period covered as well as overall cumulative summaries by individual labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of other direct costs (ODCs), materials, and travel, by TI, SLIN, or CLIN level. For other than firm fixed price subcontractors, subcontractors are also required to provide labor categories, rates, and hours (both straight time and overtime) invoiced; as well as, a cost breakdown of ODCs, materials, and travel invoiced. Supporting documentation may be encrypted before submission to the prime contractor for WAWF invoice submittal. Subcontractors may email encryption code information directly to the Contracting Officer (CO) and Contracting Officer Representative (COR). Should the subcontractor lack encryption capability, the subcontractor may also email detailed supporting cost information directly to the CO and COR; or other method as agreed to by the CO.
(b) Contractors submitting payment requests and receiving reports to WAWF using either Electronic Data Interchange (EDI) or Secure File Transfer Protocol (SFTP) shall separately send an email notification to the COR and CO on the same date they submit the invoice in WAWF. No payments shall be due if the contractor does not provide the COR and CO email notification as required herein.

5252.227-9113 GOVERNMENT-INDUSTRY DATA EXCHANGE PROGRAM (APR 2015)
(a) The Contractor shall participate in the appropriate interchange of the Government-Industry Data Exchange Program (GIDEP) in accordance with GIDEP PUBLICATION 1 dated April 2008. Data entered is retained by the program and provided to qualified participants. Compliance with this requirement shall not relieve the Contractor from complying with any other requirement of the contract.
(b) The Contractor agrees to insert paragraph (a) of this requirement in any subcontract hereunder exceeding $500,000.00. When so inserted, the word "Contractor" shall be changed to "Subcontractor".

52.216-19 ORDER LIMITATIONS (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than (insert dollar figure or quantity), the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor -
(1) Any order for a single item in excess of 35 for CLINS 0001 – 0003 or 600 for CLIN 0004;
(2) Any order for a combination of items in excess of 35 for CLINS 0001 – 0003 or 600 for CLIN 0004; or
(3) A series of orders from the same ordering office within 5 years that together call for quantities exceeding the limitation in paragraph (b) (1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 20 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
52.216-22 INDEFINITE QUANTITY. (OCT 1995)
(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum". The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum".
(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after five years and six months after award.

252.216-7006 ORDERING (MAY 2011)
(a) Any supplies and services to be furnished under this contract shall be ordered by issuance of delivery orders or task orders by the individuals or activities designated in the contract schedule. Such orders may be issued from date of award through five years from award date.
(b) All delivery orders or task orders are subject to the terms and conditions of this contract. In the event of conflict between a delivery order or task order and this contract, the contract shall control.
(c)(1) If issued electronically, the order is considered ``issued'' when a copy has been posted to the Electronic Document Access system, and notice has been sent to the Contractor.
(2) If mailed or transmitted by facsimile, a delivery order or task order is considered ``issued'' when the Government deposits the order in the mail or transmits by facsimile. Mailing includes transmittal by U.S. mail or private delivery services.
(3) Orders may be issued orally only if authorized in the schedule.

252.225-7048 EXPORT-CONTROLLED ITEMS (JUNE 2013)
(a) Definition. ``Export-controlled items,'' as used in this clause, means items subject to the Export Administration Regulations (EAR) (15 CFR Parts 730-774) or the International Traffic in Arms Regulations (ITAR) (22 CFR Parts 120-130). The term includes--
(1) ``Defense items,'' defined in the Arms Export Control Act, 22 U.S.C. 2778(j)(4)(A), as defense articles, defense services, and related technical data, and further defined in the ITAR, 22 CFR Part 120; and
(2) ``Items,'' defined in the EAR as ``commodities'', ``software'', and ``technology,'' terms that are also defined in the
EAR, 15 CFR 772.1.
(b) The Contractor shall comply with all applicable laws and regulations regarding export-controlled items, including, but not limited to, the requirement for contractors to register with the Department of State in accordance with the ITAR. The Contractor shall consult with the Department of State regarding any questions relating to compliance with the ITAR and shall consult with the Department of Commerce regarding any questions relating to compliance with the EAR.
(c) The Contractor's responsibility to comply with all applicable laws and regulations regarding export-controlled items exists independent of, and is not established or limited by, the information provided by this clause.
(d) Nothing in the terms of this contract adds, changes, supersedes, or waives any of the requirements of applicable Federal laws, Executive orders, and regulations, including but not limited to—
