STATEMENT OF WORK

STATEMENT OF WORK

FOR

AN/SPQ-9B ROTARY JOINT/SLIP RING ASSEMBLY REPAIR

15 JUNE 2017

1.0 SCOPE

This Statement of Work (SOW) establishes the requirements for the evaluation, standard repair, non-standard repair, supplemental repairs, and testing of AN/SPQ-9B Rotary Joint/Slip Ring Assemblies, Part Number 1439B.

1.1 Background

The device is a subassembly which consists of a rotary joint and slip ring assembly. The rotary joint allows Radio

Frequency (RF) transmission between the rotating and stationary portions of the antenna system. The slip ring assembly allows for electrical connection between the stationary and rotating portions of the antenna system. The end item is used in the AN/SPQ-9B Radar Antenna System.

2.0 APPLICABLE DOCUMENTS

The following documents of the revision or issue in effect at the date of award, form a part of this SOW for reference. In the event of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall prevail.

2.1. Procedures, Manufacturer’s Documents, and Drawings

Government:

6868537 REV J Rotary Joint/Slip Ring Assembly

Military:

MIL-F-18870E Fire Control Equipment, Naval Ship and Shore, General Specification

MIL-STD-889C Dissimilar Metals

3.0 PERFORMANCE REQUIREMENTS

3.1 The contractor shall furnish all equipment, parts, materials, and labor to perform the evaluation, standard repairs, non-standard repairs, supplemental repairs, and testing of Rotary Joint/Slip Ring Assemblies, Part Number

1439B. All materials, paint, coatings, and primer shall meet the requirements specified in Drawing Number

6868537 REV J and this SOW. Repair parts selection shall be in accordance with Drawing 6868537 REV J, MIL-F-

18870E, and MIL-STD-889C.

3.2 Evaluation and Standard Repair

3.2.1 The contractor shall evaluate and perform a standard repair on every AN/SPQ-9B Rotary Joint/Slip Ring

Assembly, provided as Government Furnished Property (GFP), when submitted for repair. The contractor shall inspect all internal and external piece parts for damage and wear. The GFP that is under evaluation shall be considered not repairable if the housing (casting) is cracked, broken, or corroded to the extent that they are unserviceable. GFP that is deemed non-repairable shall be retained at the contractor’s facility until the Government provides instructions to return the GFP to NSWC Crane for final disposition.

3.2.2 The contractor shall provide an evaluation report which identifies each part and process (non-standard repair, supplemental repair, and/or non-repairable) required to return the asset to ready-for-issue condition or justification for recommending the unit to be non-repairable. Ready-for-Issue condition is a unit that has a like new appearance and meets all production electrical and Radio Frequency (RF) performance requirements identified in drawing

6868537 REV J. For the units evaluated as non-repairable, the contractor shall provide an overall assessment of current condition of the rotary joint (to include an assessment of which parts (if any) are salvageable from the unit for potential use in refurbishment of other units). The report narrative shall be supplemented with photographic evidence of worn, corroded and/or damaged parts. The report shall identify the serial number of the unit evaluated.

(CDRL A001).

3.2.3 The Government will approve or disapprove the non-standard repairs and/or supplemental repairs contained within the evaluation reports. The contractor shall not proceed with any non-standard or supplemental repairs until approval has been authorized by the Government. In the event that the Government’s approval and instruction is only for partial refurbishment of evaluated unit, the Government will also provide additional disposition instructions for that unit (which may include retention at the contractor’s facility for re-use on future refurbishments).

3.2.4 For any rotary joint evaluated and determined non-repairable, the Government will provide disposition instructions. Disposition may include instructions for retention of the rotary joints at the contractor’s facility for re-use of high cost machined parts (casting, housing, etc.). The contractor shall only use these parts for the supplemental repair (SOW paragraph 3.4) of other rotary joints on this contract. The contractor shall return all remaining non-repairable retained rotary joint parts to the Government at the end of the contract’s period of performance.

3.2.5 The contractor shall remove paint, corrosion, grease and other foreign material from all parts using industry best practices and/or in accordance with Drawing 6868537, REV J. The contractor shall not induce any damage to the GFP components/materials which could result in additional required repair operations.

3.2.6 The contractor shall replace all weather-exposed common hardware (screws, washers, bolts, nuts, etc.), bearings, seals, gaskets (including waveguide gaskets), and O-rings. All replacement parts shall be military grade and meet the requirements of Drawing 6868537, REV J.

3.2.7 The contractor shall remove any burrs or raised surfaces on all waveguide flanges and mounting surfaces. The contractor shall re-plate/re-finish parts to be re-used as necessary. Recessed blemishes that do not adversely affect product functionality may remain.

3.2.8 The contractor shall repair the slip ring assembly if reported and approved as part of the evaluation report. The contractor shall replace all brush contacts in the slip ring assembly as part of the standard repair.

3.2.9 The contractor shall apply coatings, plating materials, primer, paint, and identification markings IAW Drawing

6868537 REV J. Serial Number markings shall include the same serial number as the unit submitted for repair. UID markings shall be in accordance with paragraph 3.3.11.2 of Drawing Number 6868537 REV J and contain the same information as the asset submitted for repair.

3.3 Refurbishment/Repair Non-Standard

3.3.1 As identified and approved in evaluation reports, the contractor shall replace the slip ring assembly.

3.4 Supplemental Repairs

3.4.1 As identified and approved in evaluation reports, the contractor shall repair, rework, or replace non-standard repair parts/components and execute any non-standard repair processes required for the unit to meet performance and physical requirements.

3.4.2 As identified and approved in evaluation reports, the contractor shall replace Electrical, SMA and type N contacts and/or connectors. The contractor shall replace any damaged contacts. Damage includes, but is not necessarily limited to, corrosion, bent center pins, and damaged threads.

3.5 Testing and Test Data

3.5.1 The contractor shall perform electrical, pressurization and leakage, and torque tests in accordance with

Drawing 6868537 REV J, per section 3.2 and paragraphs 3.3.5, 3.3.6, 3.3.6.1, and 3.3.6.2. Environmental testing as defined in section 3.4 of Drawing 6868537 REV J is not required. The contractor shall record results of testing performed. The contractor shall provide a Test Report for each unit repaired. The test report shall show that each rotary joint/slip ring assembly meets or exceeds performance requirements. (CDRL A002).

3.5.2 All testing shall be performed using controlled test procedures to ensure test repeatability.

4.0 GOVERNMENT FURNISHED ITEMS

4.1 GOVERNMENT FURNISHED INFORMATION (GFI): The Government will provide the documentation listed in section 2.1 of this SOW.

4.2 GOVERNMENT FURNISHED PROPERTY (GFP): The Government will provide failed rotary joint/slip ring assemblies as required for evaluation, standard-repair, non-standard repair, supplemental repair, and testing.

4.3 GOVERNMENT FURNISHED MATERIAL (GFM): The Government will not provide any repair parts or materials for this tasking. The contractor may use parts from rotary joint/slip ring assemblies that have been determined to be non-repairable and are still being retained at the contractor’s facility if the use of those parts was identified and approved in the Evaluation Report. The contractor is responsible for acquiring the high reliability parts/materials for this effort as established in the approved product baseline documentation.
