STATEMENT OF WORK

STATEMENT OF WORK

FOR

MANUFACTURE, FIRST ARTICLE ACCEPTANCE, AND PRODUCTION

OF AN/SPS-48E ARRAYS

19 JUNE 2017

1. SCOPE

This statement of work (SOW) defines the requirements for manufacture of AN/SPS-48E arrays; First Article testing requirements; and array production. Mandatory Government inspection points are defined as applicable. Government Furnished Material (GFM) and Government Furnished Equipment (GFE) information are provided in this SOW.

1.1 Background: The AN/SPS-48E radar set is a long range, three dimensional, air search radar system, that provides contact range, bearing, and height information to be displayed on consoles/workstations. The antenna consists of multiple arrays that are exposed to weather. The antennas must be overhauled and restored on a regular basis to keep systems operational. The restoration effort requires new arrays to be used after existing arrays have reached the end of their service life. This acquisition meets the requirement for supplying new arrays in support of AN/SPS-48E antenna restorations.

2. APPLICABLE DOCUMENTS

The following documents of the revision or issue in effect at the date of the order or as otherwise specified by the delivery order (DO), form a part of this SOW to the extent described herein. The exact revision of documents is not cited in the text of the SOW for convenience of reference. In the event of conflict between the documents referenced herein and the contents of this SOW, the contents of this SOW shall prevail.

3. REQUIREMENTS

3.1 General Requirements

3.1.1. As ordered via DO, the contractor shall manufacture and deliver AN/SPS-48E arrays.

3.1.2. The contractor shall provide labor, materials, equipment, and facilities as defined by DO and this SOW.

See Section 4 for information, materials, and equipment to be provided by the Government.

3.1.3. The contractor shall submit Progress Status and Management Reports. (CDRL A001)

3.2. Facilities Requirements

Note: Arrays are precision mechanical devices that are critical to proper radar operation. Mishandling can cause damage to the precision components. Even the slightest nick, dent, scratch, or shaving can have a severe negative impact on end item performance. Excessive handling operations add damage risk to the manufacturing program.

3.2.1. The contractor shall possess, or have access to, a work facility that keeps array handling and shipping operations to a minimum.

3.2.2. The contractor shall possess, or have access to, a work facility with machining, brazing, painting, and testing operations that meet the requirements of this SOW. The Government will perform in-process inspections at the contractor’s facility and off-site facilities as defined in 89 WIS 10 3665 during the array manufacturing process.

3.2.3. The contractor’s painting facilities shall be capable of meeting the physical size requirements for arrays as well as the requirements of Amerlock 2 for primer, PSX 700SG for paint, and the requirements of all other paint related steps in 89 WIS 10 3665.

3.2.4. The contractor’s machining facilities shall include machining equipment and space capable of meeting all precision machining requirements for arrays. Machining activities and equipment shall allow minimal handling processes to reduce the risk of damage to arrays.

3.2.5. The contractor’s brazing facilities shall include brazing equipment and space capable of meeting all brazing requirements for arrays as specified in MIL-B-7883, Brazing of Steels, Copper, Copper Alloys, Nickel Alloys, Aluminum Alloys; Type V, Grade B. Specifically, the brazing equipment shall accommodate the large (tall) size of the individual arrays in order to fully meet the MIL-B-7883 requirements (perpendicular dip).

Specifically, the contractor’s facility shall accommodate a Rapid Engineering’s Model 8820 (or equivalent) batch oven. The outside footprint of the Rapid Engineering batch oven is 25’ length X 14’ wide, X 10’ high. The contractor shall be responsible for the proper installation (electrical, gas, water, ventilation, etc.) required for the safe operation of the equipment purchased or provided as GFE. Note the batch oven is called out specifically due to its large size. The contractor shall be responsible for de-installation of the Contractor Acquired Government Owned (CAGO)batch oven at the conclusion of the contract.

3.2.7. The contractor’s facilities shall be capable of maintaining a temperature of 72 °F ± 5 °F.

3.3. Logistics/Configuration Management (CM) Requirements

3.3.1. The contractor shall be responsible for ensuring each end item delivered to the Government conforms to the approved product drawings.

3.3.2. If the contractor believes there are errors in the drawings and process documents provided, the contractor shall inform the Government via a Government Information Deficiency Report. If the Government confirms there are errors, the Government will update the drawings/processes. (CDRL A002)

3.4. AN/SPS-48E Array First Article Manufacturing and Test Requirements (CLIN 0001)

3.4.1. As ordered via DO and this SOW, the contractor may be required to deliver First Article arrays, Part Number 195784-2 and Part Number 195783-2. The First Article components shall be subjected to pre-assembly inspection of materials ordered/received. After the Government has verified that the correct materials were ordered and received for array manufacturing, the contractor shall proceed with the array manufacturing processes contained in the guidance documentation. First Article testing shall be performed in accordance with Table 1. First article arrays shall be manufactured using the same equipment/facilities as the production arrays. First Article testing is a joint effort between the contractor and Government as indicated in Table 1. The contractor shall make personnel available to respond to questions from the Government’s First Article Inspection team. The contractor shall make all procurement and contractor created documentation for this effort available to the Government’s First Article Inspection team as required during audit/test conduct.
