JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
The Naval Sea Systems Command, Naval Surface Warfare Center Crane Division (NSWC Crane), Contracts Department.
2. Description of the Action Being Approved.
Award of a five year firm fixed price, indefinite delivery, indefinite quantity, supply contract with an ordering period of five years on a sole source basis for magnetic components in support of AN/ALQ-184 High Voltage Power Supply (HVPS) depot repair to the Robert M. Hadley Company Inc., 4054 Transport St., #B., Ventura, CA 93003-8325.
3. Description of Supplies/Services.
This procurement is for ten (10) types of magnetic components used as form, fit and function replacements during depot repair of the ALQ-184 HVPSs. There are five transformers and three inductors in the Mid/High Band (M/HB) HVPS (P/N G254084-1V2, SN 6130-00-183-7430).
There is one transformer and one inductor in the Low Band (LB) HVPS (P/N 578R729H03, NSN: 6130-00-003-7464). The ALQ-184 is an Electronic Counter-Measures (ECM) system (radar jammer) located in an external pod typically attached to the bottom of the F-16 fighter jet.
Two M/HB HVPS are required to drive the eight M/HB Traveling Wave Tubes (TWT) and one LB HVPS is required to drive two LB TWTs. NSWC Crane performs depot repair of the ALQ- 184 HVPSs.
Estimated total price for the procurement is $1,679,342 over a five year period and funded with appropriations from Working Capital Funds (WCF). The funding profile estimate is in the following table.

Estimated Minimum and Maximum Quantity
Total estimated minimum and maximum quantities for the specification numbers and their descriptions below will be minimum 50 and maximum 3100. The Government’s minimum needs have been verified by the certifying technical and requirements personnel.
4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 2304(c) (1) and in accordance with (IAW) FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
NSWC Crane is the only certified source for depot repair of the M/HB HVPS and the LB HVPS within the ALQ-184 Electronic Warfare (EW) pod system. The ten (10) magnetic components in this procurement were originally produced “in-house” by the HVPS manufacturers Rantec Power Systems Inc. (Rantec) and Crane Aerospace & Electronics (formerly Keltec) or produced by the Robert M. Hadley Company (here after referred to as Hadley) for the HVPS manufacturers.
Hadley is currently the certified source for eight (8) magnetic components for the Rantec M/HB HVPS (P/N G254084-1V2, NSN 6130-00-183-4730) and two (2) magnetic components for the Keltec LB HVPS (P/N 578R729H03, NSN: 6130-00-003-7464).
Warner Robins Air Logistics Center (WRALC) requires that all critical components be certified for use in repair prior to use of those components in the ALQ-184 HVPSs. The certification process requires that components be installed in five HVPSs. This installation includes removal of the module from the HVPS, removal of the encapsulation, installation of the component, replacement of the encapsulation, and re-installation of the module in the HVPS. Then all five HVPSs must successfully complete the Environmental Stress Screening (ESS) test and the acceptance test. Then two HVPSs are selected for certification testing followed by acceptance test. A report is prepared to document the testing results. The components are deemed certified when WRALC signs the certification report. The testing and report generation is performed by

NSWC Crane. The cost to NSWC Crane for the testing and report generation of the ten components is approximately $337,090. To develop a source other than Hadley would require additional cost and time to design, manufacture, and test the certification samples. The contractor cost would include design and development of the certification samples. The NSWC Crane cost would include the installation of certification samples into the HVPS, performance of the certification testing and generation of the certification report. The cost to certify a new source would result in duplicate costs to the overall procurement cost. Additionally, the time to develop the certification samples can range from 4 months to 18 months or more depending on the complexity of the magnetic component. The most complex magnetic components are the two high voltage power transformers (Rantec A5T1, 80952709 and Keltec A3T1, 80967801) which can take multiple years to develop. This delay would prevent NSWC Crane from performing repairs to meet the WRALC requirements.
The five magnetic components within the A4 module and the A5T2 transformer are low cost items in which the certification test cost is 33% higher than the component cost for all six items to support one year of production. The component development cost would be in addition to the certification test cost with the risk that the newly develop components would not pass the certification test (which has already happened one time). The Rantec A5T1 transformer is a very complex item in which Rantec worked with Hadley for multiple years during the initial development of the transformer. A new development effort would be costly and occur over multiple years.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A Special Notice Bulletin was posted on Federal Business Opportunities (FBO) website on June 1, 2016 in accordance with FAR 5.2. This notice requested interested responsible sources submit a capability statement/information to the Government. No companies expressed an interest in this Special Notice Bulletin. On August 12, 2016 a Sole Source Synopsis was issued on the FBO website to further conduct research for production of magnetic components used as form, fit and function replacements during depot repair of the AN/ALQ-184 HVPS. This posting requested responses to the government by September 23, 2016; to date no responses have been received at NSWC Crane.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated costs to the Government for the supplies/services covered by the J&A will be fair and reasonable prior to award. The Contracting Officer will use cost and price analysis to determine a fair and reasonable price. Assistance from the Defense Contract Management Agency (DCMA) will be requested to analyze, evaluate, and negotiate based upon detailed cost or pricing data, which will be certified by Hadley at the conclusion of negotiations. Comparisons to prior contracts for same or similar items and the Independent Government Estimate may be used as necessary.
8. Actions to Remove Barriers to Future Competition.
