STATEMENT OF WORK
Statement of Work
Electro-Magnetic Spectrum Warfare in Future DoD Strategies
1. SCOPE
This Statement of Work (SOW) defines the efforts required to conduct four (4) workshops to examine implications of current trends in electro-magnetic spectrum (EMS) operations for the information dominance competition.
These workshops shall include technical presentations, facilitated discussions, and operational vignettes, which shall explore opportunities and challenges associated with these trends. The results of these workshops shall be documented and delivered to the Government at the conclusion of each workshop.
1.1 Background.
One of the DoD’s most important missions is deterring aggression. Executing this mission usually requires a strategy to convince potential adversaries that their aggression will have a low or uncertain probability of achieving the desired result. Approaches DoD could take to create this effect include demonstrating an overwhelming ability to counter likely acts of aggression, obscuring posture and capabilities to create uncertainty regarding the defender’s true disposition, or showing the ability to punish adversaries in ways that deny them the benefits of their aggression.
DoD requires the identification and assessment of emerging trends in EMS operation to enable strategies that better position U.S. forces for peacetime competition and wartime operations. For example, the advent of more accurate and precise electro-optical/infrared (EO/IR) and passive radio frequency (RF) sensors and greater computer processing power are making possible new operational concepts that rely on passive detection and targeting and low-probability of interception and detection (LPI/LPD) sensors and communications. Further, these technologies are also enabling new operational concepts for networked and cognitive electronic warfare that will degrade and deny many of today’s common active RF-based C4ISR approaches. Understanding how these trends might lead to a new phase in EMS warfare, with its own move-countermove cycle, could enable new strategies to gain an advantage I the future information competition.

3. REQUIREMENTS.
3.1 The Contractor shall facilitate four (4) workshops: (a) Informationized Warfare Strategy and application; (b) Implications of an information-centric approach for offensive and defensive operations; (c) trends and implications of RF-based and non-RF passive and Low Probability of Intercept / Low Probability of Detection (LPI/LPD) communications, sensor, and counter-sensor technologies for EMS warfare and information-centric military competition; and (d) Trends and implications of cognitive and intelligent computer processing for EMS warfare and information-centric competitions. The Contractor shall bring together a group or groups of technical experts, policymakers, and EMS system operators to present briefs on new technologies and operational concepts, to consider trends and implications of technology gaps in the topic areas. The Contractor shall develop an operational scenario to enable the group(s) to consider an information-centric peacetime competition and wartime operation to explore how the trends discussed are likely to change or close gaps in EMS warfare and offer new challenges and opportunities to U.S. Forces for closing those gaps identified.
3.2 The Contractor shall: (a) record minutes of the workshop’s discussion topics, (b) analyze results of the simulated scenario and discussion topic responses of the participants, and (c) prepare a final report which shall include conclusions and recommendations for meeting the objectives from each of the four (4) workshops.
