1 SCOPE
This statement of work (SOW) sets forth the broad, overarching supply/service requirements that may be procured under Indefinite Delivery Indefinite Quantity (IDIQ) contract, a follow on contract to N00164-13-C-WS65 awarded to Orbit Advanced Technologies, with procured supplies/services under this IDIQ contract supporting the Airborne Electronic Attack Division and Radar Technologies in the sustainment of the Radiated Energy Tracking Sub-system (RETS) and associated program test efforts. This SOW is inclusive of future supplies and services resulting from enhancements, obsolescence replacements, any new equipment installed on the current system, software updates as required, calibrations, analytical/ professional engineering services for software interpretations used in the RETS program as well as any current and next generation Electronic Attack (EA) systems and advanced Radar Systems program efforts.
1.1 BACKGROUND
NSWC Crane has been designated to develop an Electronic Attack Test and Evaluation System (EATES) to provide the capability to perform comprehensive indoor Test and Evaluation (T&E) of current and next generation Electronic Attack (EA) systems and advanced Radar Systems. The EATES setup is installed with a large anechoic chamber within NSWC Crane Building, 3168. The EATES consists of high power Radio Frequency (RF) absorber walls, high power RF test and measurement system, a secure control room, and ancillary chamber provisions required to support EA and Advanced Radar system/sub system testing. The primary sub-system for EATES is the RETS high power RF microwave test and measurement system.
The RETS consists of the hardware and software necessary to locate, track and measure the peaks of multiple, moving RF beams simultaneously radiating from an EA system or other RF system with similar performance. RETS is used to measure the RF power, polarization, and a dB beam width of stationary and moving beams at multiple locations and multiple frequency ranges.

The objectives and requirements identified within this section of the SOW are described in general terms. Each DO will address specific task requirements and performance criteria as applicable. Engineering services may be applied on a level of effort basis in support of the objectives listed here within.
All DO’s will require the contractor to focus on improving system life cycle cost, operational life, performance, sustainment including maintainability & support, safety & environmental friendliness, education and training in accordance with the following methods:
a. Reducing Life cycle cost through the use of alternatives in the system configuration that uses current technology, developing new approaches to improve current specifications and processes, adapting common, not unique equipment to multiple applications when applicable, configuration management and quality assurance.
b. Increase system operational life and system performance through evaluation and insertion of new technology into existing RETS test system environments for modernization and adaptation to current RETS systems, subsystems, Electronic Attack and Radar systems and their support equipment as applicable.
c. Developing sustainment measures by improving test scripts, test efficiencies, life expectancy of assets, effectiveness of over-all test system performance, redesigning efforts that address and support diminishing materials and manufacturing sources, and modifying test systems as required in accordance with engineering drawings, associated list or specifications.
d. Improve processes involved in the RETS or EA/Radar test efforts that will benefit in the government’s Hazard Analysis and Risk Mitigation efforts.
e. Provide engineering services through the evaluation and design of systems or processes to resolve specific problems or issues related to the function of RETS.
