SECTION 1.0 INFORMATION

Vendor Questions & Answers

Updated 7/19/16

Q1. Section 5.0 (j) Volume II - Factor I - Technical/Risk Capability - Technical Proposal Statement of Work (SOW) compliance - Page 55: References SOW paragraph 3.7.4.4 Sub-Assembly Repair Maintenance Manual. E- COTI and E-COSI SOW (Attachments 4 & 6) paragraph 3.7.4.4 is titled Documentation Updates. Please clarify.

A1. Solicitation has been amended to remove the reference to SOW - 3.7.4.4 - Sub-Assembly Repair Maintenance Manual.

Q2. SOW paragraph 3.7.2.2 (pg. 6) and 3.7.9.1 (pg. 8) Environmental and HAZMAT (Attachments 4 & 6) - After review these look to be duplicate paragraphs. Should offers respond to one or both paragraphs?

A2. The E-COTI SOW and E-COSI SOW were both updated and included in Amendment 00001, Section 4.0 – Attachment Table of Contents.

Changes are detailed below:

3.7.2.2 has been removed.

3.7.9.1 has been modified to include "The Contractor shall ensure the Environmental and Hazard analysis complies with DOD Dir 5000.2." that was in 3.7.2.2.

Q3. Section 5.0 (i) Product Samples page 51 - The paragraph requires that 2 product samples of each E-COTI and E-COSI be submitted with the proposal. It however does not detail how many product samples of the battery pack with standard power cable and battery pack with dual power cable are required. If the offeror is planning to propose both solutions, are 2 each product samples of the battery pack, standard power cable and dual power cable adequate?

A3. The external battery pack and cabling requirements for the Product Samples are:

For the two (2) E-COTI Product Samples:

External Battery Pack (Quantity: 2 total) Standard Power Cable (Quantity: 2 total) Dual Power Cable (Quantity: 2 total)

For the two (2) E-COSI Product Samples:

External Battery Pack (Quantity: 2 total) Standard Power Cable (Quantity: 2 total) Dual Power Cable (Quantity: 2 total)

NOTE: These requirements are per proposal. If a vendor wishes to submit an alternate proposal (i.e. a second proposed system for either the E-COTI or E-COSI) that alternate proposal would require the same number of battery/cables as listed above.

Q4. Please clarify what is considered to be a full E-COTI/E-COSI system (CLINs 0001 & 0007, Section 5.0 - 52.212-1 Proposal Requirements, Section 5.0 - 52.212-2 Evaluation Criteria)?

A4. CLINs 0001 & 0007, Section 5.0 - 52.212-1 Proposal Requirements, and Section 5.0 - 52.212-2 Evaluation Criteria have been be amended to add text as follows:

CLIN 0001 - E-COTI System description to add the following text: "The E-COTI System is defined to include the items in E-COTI SOW paragraph 3.1.1"

CLIN 0007 - E-COSI System description to add the following text: "The E-COSI System is defined to include the items in E-COSI SOW paragraph 3.1.1".

Section 5.0 - 52.212-1 Proposal Requirements - (i) Product Samples – Text has been added "The E-COTI System is defined to include the items in E-COTI SOW paragraph 3.1.1. The E-COSI System is defined to include the items in E-COSI SOW paragraph 3.1.1.”

Section 5.0 - 52.212-2 Evaluation Criteria, (a) - Text has been added "The E-COTI System is defined to include the items in E-COTI SOW paragraph 3.1.1. The E-COSI System is defined to include the items in E-COSI SOW paragraph 3.1.1.”

Q5. Please clarify the battery requirements as found in paragraph 3.1.1.8 of the E-COTI and E-COSI SOWs.

A5. The E-COTI SOW and the E-COSI SOW will be amended by adding the following to paragraph 3.1.1.8 Batteries - 2 Sets: Added "(Both Internal Battery and External Battery Pack)".

Offerors are cautioned that the Government reserves the right to make award based on initial offers without discussions with offerors. Therefore, it is imperative that the information provided in the offeror's response to the solicitation be complete and accurate and that the prices proposed be the offeror’s best terms. The offeror may expand on or beyond the specific information requested, but any additional information shall be within the page limitations. Any additional text provided must be relevant and demonstrate capabilities beneficial to the overall requirements described in this solicitation. Each written proposal must be separate and contain sufficient information to permit a detailed evaluation. Previously submitted data, if any, will not be used in the evaluation of your response to this solicitation.

(i) Product Samples:

Offerors shall provide two product samples per proposal (production representative) for the E-COTI system and also provide two product samples per proposal (production representative) for the E-COSI system. E-COSI product samples will first be evaluated by NSWC, Crane and SOCOM personnel against Performance Specification PS/16/JXQR/146-Rev-Chg 2, Go/No Go criteria. The E-COTI and the E-COSI Go/No Go criteria are listed under 52.212-2 Evaluation -- Commercial Items.

Any proposed product sample failing to meet any of the performance specification Go/ No Go requirements will be ineligible for contract award and will not be further evaluated. Failing to meet Go/No Go reequirements for one proposal (i.e E-COTI or E-COSI) will not disqualify the other proposal from further award consideration.

Proposed product samples passing all Go/ No Go criteria requirements tests will then be subjected to further product sample evaluation in accordance with (IAW) the Factor and Subfactor requirements of this solicitation (see Subfactor A below).

Resubmission of product sample(s) will not be allowed during the Product Sample Evaluation [and Final Proposal Revision phase]. An unacceptable rating in the Product Sample Evaluation subfactor will render the offeror technically unacceptable and the offer will be ineligible for award.

Product Samples will be returned to the offerors after award of the contract

Product sample(s) for the item indicated in this solicitation is required and must be furnished as part of the offer. The sample(s) must be received on or before the time set forth for receipt of offers noted in Block 8 of page 1 of this solicitation. The samples are to be delivered to the following address:

The Government does not assume the duty to search for data to cure problems it finds in proposals. The burden of providing thorough and complete past performance source data remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection or high performance risk assessment by the Government.

5.) For the purposes of this solicitation, recent contracts are defined as those on which performance occurred on or after July 2013. In determining relevancy, the offeror should consider the size, content, and complexity type and value of the contract, and the type of requirement compared to this solicited requirement. The offeror should also consider the level or amount of effort. Only past performance dealing with E-COTI/E-COSI Devices or “related technology” will be considered relevant. The offeror must provide details (if its Past Performance reference is based upon “related technology” as a reference) including how the “related technology” is applicable to the solicited effort. Should the offeror not explain how the related technology is applicable, the reference may not be considered relevant.

6.) Each offeror shall submit present and past performance information for itself on projects of similar size, scope, and technical complexity. The Offerors may choose to submit present and past performance information for major or critical proposed subcontractors, team members, or joint venture partners that have experience in projects of similar size, scope, and technical complexity with its proposal. The total number of past performance references for each offeror shall not exceed five (including any references submitted by subcontractors, team members and/or joint ventures). Offerors shall include in their proposal the written consent of their proposed major subcontractors to allow the Government to discuss the subcontractor’s past performance assessment with the offeror during negotiations. This volume shall provide a list of current and relevant contracts on which the offeror has performed in the format requested in the Proposal Requirements portion of this document. This information, as well as other information the Government may obtain elsewhere via Government databases (CPARs, PPIRs etc.) and other government agencies (DCMA, DCAA etc.), will be used to evaluate the offeror's past performance. The Government reserves the right to solicit feedback beyond what is identified in the questionnaire. NO CLASSIFIED PAST PERFORMANCE SUPPLEMENTS WILL BE ACCEPTED. The offeror may submit performance on classified programs as long as that information can be verified. If the offeror intends to submit in this manner the information that is classified (customer, contract number, etc.) shall be marked “reserved” and the description/write up of the work performed shall remain unclassified. If the offeror cannot describe what work was accomplished in an unclassified manner the offeror cannot submit that program for Past Performance evaluation. Offerors are notified that the Government will evaluate the data provided in this volume and data obtained from other sources that is determined to be current and relevant to the effort at hand in the development of its performance risk assessments. Two (2) hard copies and 1 CD-ROM required.

(m) ALTERNATE PROPOSALS

In addition to submitting completed price matrices for the items that your company is proposing on, a proposal with alternate stair-step quantities may be submitted. The evaluation process will consist of two (2) parts; Go/No Go Criteria evaluation of Product Samples and then full proposal (including Product Samples) evaluation for those offerors who’s Product Samples pass the evaluation of the Go/No Go Criteria listed below. This evaluation process will take place for the E- COTI System and also for the E-COSI System. The E-COTI System is defined to include the items in E- COTI SOW paragraph 3.1.1. The E-COSI System is defined to include the items in E-COSI SOW paragraph 3.1.1.

As part of the technical evaluation, laboratory measurements and field tests will be used to determine product compliance with the performance specifications. An offeror whose proposal that has either product sample fail to meet any of the performance specifications Go/ No Go requirements will be rejected and both the product samples and the written technical proposals will not be further evaluated or considered for award. The proposal(s) whose product samples pass all Go/No Go requirements tests will be subjected to an evaluation of the entire proposal in accordance with (IAW) the requirements of the solicitation.

1. GO/NO-GO CRITERIA

Offerors shall ensure that the two product samples submitted are functional working units and are the exact units being proposed by the offeror to satisfy the requirements in the solicitation. If an offeror submits a defective product sample or the product sample malfunctions during testing it will not be returned to the offeror for rework or replacement.

Resubmission of product sample(s) will not be allowed after the closing date of the solicitation. Failure to meet all Go/No-Go criteria will render the offer technically unacceptable, the offer will not be further evaluated and the offer will be ineligible for award.

The following items are the specification requirements which are considered Go/No-Go criteria:

E-COTI and E-COSI Systems

*E-COTI - The annotated PS paragraph for each item below refers to PS/16/JXQR/144–Rev-Chg 4* *E-COSI - The annotated PS paragraph for each item below refers to PS/16/JXQR/146–Rev-Chg 2*
