Description of the product or services required, the estimated cost, and required delivery date (products) or Period of Perfo rmance
(services). Remove old rubber, clean and protect threads and remold quantity 700 TR-343 Sonar Transducer Boot
Assemblies. Estimated cost is $142,800 and the required delivery date is March 28, 2013.
Specific characteristics of the material or service that limit the availability to a sole source (unique features; function of the item;
unique capabilities; facilities or special equipment; etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.
The TR-343 Sonar Transducer Boot Assembly is a critical component of the TR-343 Transducer used in the AN/SQS-53C Hull Sonar Array Subsystem, AN/SQQ-89(V) ASW System. This system is used on Spruance and Arleigh Burke class Navy Destroyers and Ticonderoga class Navy Cruisers. It is essential that the TR-343
Transducer be as reliable as possible since replacement of the transducer requires ship dry dock or special dome dive. The Boot Assembly performs two major functions. First, it serves as the head mass for the transducer.
Second, the Boot Assembly serves as the interface between the transducer and water. Its movement transfers the sound generated by the transducer’s ceramic stack into the water medium. It is specially designed to match the impedance of the water to that of the transducer. Further, it is subject to many complex mechanical stresses and strains that can permanently damage an inferior boot assembly rendering the transducer useless. Cooper
Crouse-Hinds has shown that they can meet the required workload based on their past performance while also meeting test requirements over several years of production. Cooper Crouse-Hinds will not incur startup lead-time since they are already setup for current production of new units. There is currently only one mold in existence for the boot assembly, and it is located at Cooper Crouse-Hinds. Utilizing Cooper Crouse-Hinds greatly reduces the risk and cost involved in remolding the TR-343 Sonar Transducer Boot Assemblies.
For non-personal services indicate the highly technical or specialized expertise required. Describe the contractor’s workforce, methods, materials or unique management or operating systems. If it is unique because of knowledge of key individuals, what is the basis of the knowledge that another firm could not obtain the same or equivalent expertise? Could another firm obtain the nec essary highly specialized experience or technical capability in time to perform the requirement?
Cooper Crouse-Hinds has already qualified as a manufacturer of the Boot Assembly by passing several rounds of First Article Tests. A different vendor was awarded a contract to develop a mold required to manufacture the boot assemblies and to manufacture First Article Units. The company has not reached the milestone of producing production units at this time. Additional time will be needed to develop the production process and required testing. This additional time would not allow Crane to meet the production level necessary for the TR-
343 transducer repair project required by NAVICP, thereby impacting the ability to have “A” condition units available for installation on ships in the fleet.
The required product(s) or service(s) represent(s) the minimum requirements of the Government and no other product(s) or service(s) can satisfy the need.
FILL IN ALL APPLICABLE BLANKS BELOW
The product(s) must be compatible in all aspects (form, fit, and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system.
Patent rights, copyrights, trade secrets, technical data, secret processes, or other propriety data essential for contract pe rformance limits competition. The proprietary data is:
These are “direct replacements’ parts/components for existing equipment .
Other information to support a sole-source buy: Awarding a contract for this work is time critical.
The Navy Inventory Control Point (NAVICP) has tasked Crane to increase the on-hand quantity of “A” condition TR-343 transducers to ensure that there are enough units available to support the Navy’s destroyers and cruisers in the fleet. Additionally, the ship class that these are installed on are reaching their scheduled dry-docks nearly simultaneously which will result in nine dry-docks in FY16 and seven dry-docks in FY17. This has resulted in the workload more than doubling from 400 per quarter to 1050 per quarter. There is currently a large contract in progress for this item, but there have been delays in the production of units. This SAP will help provide enough units until units from the large contract can be delivered.
Remolding and reusing old Boot Assemblies will save $70 per assembly for a cost savings on this order of
$49,000 versus the cost of new Boot Assembles.
I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE COMPLETE AND
CORRECT TO THE BEST OF MY KNOWLEDGE. I UNDERSTAND THAT THE PROCESSING OF THIS SOLE-
SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND OPEN COMPETITION.
