J&A Number: 15-014.1 Code: 0222

N00164-15-R-WM74

ADDENDUM 1

JUSTIFICATION AND APPROVAL (J&A)

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warfare Center Crane Division (NSWC Crane), Global/Spectrum/Corporate Operations Contracting Division (022).

2. Description of the Action Being Approved

By this addendum, the dollar value of this J&A is being increased by $411,358 for a maximum estimated total value of $2,400,900.

3. Description of Supplies/Services

Other Procurement Navy (OPN) and Operations and Maintenance Navy (O&MN) appropriations will be used for this effort. Prior funding estimates were not adequate for the maximum quantity required. Additionally, OM&N appropriations were not included in the original J&A, but now OM&N will be available to cover additional installation and check-out spares because the Fleet is depleting spares faster than expected. The original estimates and plans were based on engineering data versus actuals. The Acquisition Plan (approved on 26 March 2015) supports the maximum value of $2,400.900. The quantities and requirement scope outlined in the original J&A remain unchanged.

The estimated dollar values and appropriation for fiscal years FY15 through FY20 are identified below:
