(2) Two (2) copies of the technical proposal.

(3) Two (2) copies of the cost/price proposal.

PROPOSAL REQUIREMENTS

c) Technical Proposals

1) Each technical proposal shall enable Government evaluating personnel to make a thorough evaluation and arrive at a sound determination as to whether or not the proposal will meet the requirements of the government. Each technical proposal shall be specific, detailed, and complete as to clearly and fully demonstrate that the prospective contractor has a thorough knowledge and understanding of the requirements and has valid and practical solutions to technical problems. Statements that paraphrase the specifications or attest that "standard procedures will be employed” are inadequate to demonstrate how the proposal complies with the requirements of the specification. The technical proposal shall not contain any pricing information.

Offerors shall submit with their proposals a list of names and telephone numbers of persons authorized to conduct negotiations.

2) Proposals shall not contain classified information.

3) Mailed or Commercial Delivery of Proposals. Mailed or commercially delivered proposals shall be sent to the address in Block 7 of SF33, Page 1 of the Solicitation and are due by the date and time in block nine (9) on page one (1) of the solicitation.

Hand Carried Proposals. Offerors that are going to hand carry their proposals directly to NSWC Crane shall contact the Contract Specialist, Logan O’Brien, (812) 854-3333 a minimum of 72 hours prior to their arrival to arrange for delivery.

Note: NSWC Crane will not accept electronic (email or NECO) or facsimile proposals.

d) Proposal Format

Format of the proposal volumes shall be as follows:

1) Text size shall be no smaller than what is equivalent to Microsoft Word, Times New Roman, 10 point, uncompressed font.

2) Pages shall be single sided, one and one half spaced, with a minimum of one inch margins on all sides.

Pages shall be dated and numbered sequentially by volume. A cover sheet should be bound in each book, clearly marked as to volume number, title, “original” or copy number, solicitation identification, and the offeror's name.

3) Each volume shall contain a glossary of all abbreviations and acronyms used with an explanation for each.

4) The Past Performance portion of the proposal shall be submitted as Volume II, and shall be no more than a maximum of five (5) pages. Any attachments do not count towards the five (5) page total.

5) Elaborate format, color representations, and bindings are not desirable. Three-ring binders are preferred.

The pages in the binders shall be easily removed and replaced to facilitate page changes. Any pages that are changed (as the result of negotiations) should be of a different color (as specified by the Contracting Officer) and have changed information clearly marked by a vertical line in the right margin of the page and/or circling if changing data in a chart. The offeror shall indicate the new date on revised pages.

6) Legible tables, charts, graphs and figures shall be used when necessary to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. Foldout pages shall fold entirely within the volume and count as one page. Foldout pages may only be used for large tables, charts, graphs, diagrams, and schematics; not for pages of text. For tables, charts, graphs, and figures, the text shall be no smaller than 8 point, Times New Roman.

7) Electronic copies must be provided on CD-ROMs/DVDs, read-only memory. Microsoft Office 2007, presentation and spreadsheet products are preferred. Of special interest is the amount and type of work to be performed by the subcontractors. The offeror shall explain the reasons for and advantages of selecting particular subcontractors. If there are no subcontracting possibilities, so state. Large business offerors shall submit a Small Business Subcontracting Plan IAW FAR 52.219-9 Alternate II (Oct 2001)

PAST PERFORMANCE – VOLUME II

(i) Past Performance Data Sheet (1 copy). For the purposes of this solicitation, current contracts are defined as those on which performance occurred during the last three (3) years. In determining relevancy, the offeror should consider the type and value of the contract, and the type of requirement compared to this solicited requirement. The offeror should also consider the level or amount of effort. Only past performance dealing with development and production of 66mm Vehicle Launched Infrared (IR) Smoke Grenades and related technology will be considered relevant. The offeror must detail (if using the “related technology” as a reference) how the “related technology” is applicable to the solicited effort. Should the offeror not explain how the related technology is applicable, the reference may not be considered relevant. If an offeror has no current or relevant past performance information, they should so state that in this volume.

Each offeror shall submit present and past performance information for itself on projects of similar size, scope, and technical complexity. The Offerors may choose to submit present and past performance information for major proposed subcontractors, team members, and/or joint venture partners that have experience in projects of similar size, scope, and technical complexity with its proposal. The total number of past performance references for each offeror shall not exceed five (including any references submitted by subcontractors, team members and/or joint ventures). This volume shall provide a list of current and relevant contracts on which the offeror has performed in the format requested in the Proposal Requirements portion of this document. This information, as well as other information the Government may obtain elsewhere via Government databases (CPARs, PPIRs etc.) and other government agencies (DCMA, DCAA etc.), will be used to evaluate the offeror's past performance. The Government reserves the right to solicit feedback beyond what is identified in the questionnaire. NO CLASSIFIED PAST PERFORMANCE SUPPLEMENTS WILL BE ACCEPTED. The offeror may submit performance on classified programs as long as that information can be verified. If the offeror intends to submit in this manner the information that is classified (customer, contract number, etc.) should be marked “reserved” and the description/write up of the work performed shall remain unclassified. If the offeror cannot describe what work was accomplished in an unclassified manner they cannot submit that program for evaluation. Offerors are notified that the Government will use the data provided in this volume that is determined to be current and relevant to the effort at hand and data obtained from other sources in the development of performance risk assessments.

Have you requested relief from specification requirements on any of your same or similar to the proposed items? If yes, please describe the areas and the ultimate impact on system performance, cost and schedule for each request.

Describe solutions to corporate/customer differences and/or contract problems/disputes for the past three years. It is preferred that these contracts be with U.S. government customers, but contracts with other commercial concerns are also acceptable. Offerors are encouraged to provide information relative to any problems encountered on the identified contracts and any corrective actions taken by the offeror. If the offeror does not provide a corrective action the Government will assume that the problem encountered still exists.

PRICE – VOLUME III

(h) Price Proposal (1 copy). Offeros shall submit unit pricing and quantity breakdowns for the five year ordering period. The prices shall include all shipping and be proposed as FOB Destination. The prices are to be provided in the pricing matrix by Each, with quantity breakpoints filled in. Pricing will be quoted by Each.

Price will be evaluated based upon estimated delivery order quantities per year, multiplied by the offered price for that quantity range, all years summed, to arrive at an evaluated total.

Cost or pricing data is not required IAW FAR 15.403, however, the Contracting Officer reserves the right to request other than cost or pricing data should it be necessary to allow the Government to make a fair and reasonable price determination. The Contractor shall explain any price anomalies (i.e., for example, range order pricing economies of scale differences). The price proposal shall include information on any significant contractor with whom the prime has teamed with or been a major subcontractor with. Other than cost or pricing data may be required of the subcontractor, the same as above pertinent to the prime if the Contracting Officer determines the information is needed for a price reasonableness determination. If applicable, catalog pricing containing detailed price list for any scheduled item shall be furnished. Explanations shall be provided for any differences between the published price list and the proposed prices. The offeror shall explain the basis for any proposed inflation from year to year.

The proposal is presumed to represent an offeror’s best offer since the Government reserves the right to award without discussions. As such, the offeror’s initial offer should contain the best terms from a price and technical standpoint. Any inconsistency whether real or apparent, between promised performance and price, should be explained in the proposal, as price credibility rests with the offeror. The Government may reject any and all offers if such an action is in the public’s interest, accept other than the lowest price proposal and waive any informalities and minor irregularities in the received submittals.

Exceptions. Offerors are not encouraged to take exceptions to this solicitation, however, any exceptions taken to the specifications, terms and conditions of this solicitation shall be explained in detail and set forth in a cover letter.

Offerors are to detail the particular section, clause paragraph and page to which they are taking exception.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

CNIN-M-0002 GREATEST VALUE EVALUATION

(a) The contract resulting from this solicitation will be awarded to that responsible offeror whose offer, conforming to the solicitation, is determined most advantageous to the Government, cost/price and other factors considered. The offeror’s proposal shall be in the form prescribed by this solicitation and shall contain a response to each of the areas identified which affects the evaluation factors for award.

The evaluation factors and associated subfactors for the award decision are listed below. Factor I is significantly more important than Factor II and Factor III, and Factor II is significantly more important than Factor III. Factor I and Factor II (factors other than price), when combined, are significantly more important than Factor III (price).

The price factor becomes more important as the degree of equality of Factors Other Than Price increases, or when the price is so significantly high as to diminish the value of the technical superiority to the Government.

Under Factor I, Subfactors A and B are listed in descending order of importance, and Subfactors A and B are significantly more important than Subfactor C. Under Factor II, Subfactors A and B are listed in descending order of importance. Factor III, Price will not be rated, but will be considered in determining the "best value" to the Government. Past Performance information may be evaluated upon receipt prior to the closing date of the solicitation.

FACTOR I – Technical Review

SUBFACTORS

A. Technical Approach or Capability

B. Management Approach

i. Schedule

ii. Subcontracting

iii. Transition to Production

C. Small Business Participation

FACTOR II - Past Performance

SUBFACTORS

A. Quality B. Customer Satisfaction

FACTOR III – Price

Pricing will be evaluated based upon both an examination of the unit pricing proposed and the estimated delivery order quantities per year, multiplied by the offered price for that quantity range, all years summed, to arrive at an evaluated total.

Price will not be rated, but will be considered in determining the "best value" to the Government. Past Performance information may be evaluated upon receipt prior to the closing date of the solicitation. The best value determination may result in the Government being willing to pay more for higher technical capability.

(b) Although cost is not a weighted evaluation factor, it will not be ignored. The degree of importance of the cost will increase with the degree of equality of the proposals in relation to the other factors on which selection is to be based, or when the cost is so significantly high as to diminish the value of the technical superiority to the Government. Pricing will be evaluated based upon both an examination of the unit pricing proposed and the estimated delivery order quantities per year, multiplied by the offered price for that quantity range, all years summed, to arrive at an evaluated total.

(c) Past Performance information may be evaluated upon receipt prior to the closing date of the solicitation.

(d) The Government may award a contract on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the offeror’s best terms from a cost or price and technical standpoint. However, if considered necessary by the contracting officer, discussions will be conducted with only those offerors determined to have a reasonable chance for award.

(e) The Government reserves the right to make an award to other than the lowest priced offeror or to the offeror with the highest technical score if the Contracting Officer determines that to do so would result in the best value to the Government.

CONTRACTOR RESPONSIBILITY AND ELIGIBILITY FOR AWARD

The Government will award a contract to the offeror(s) that:

a. Represent the best value to the Government, and

b. Submits a proposal that meets all the material requirements of this solicitation, and c. Meets all the responsibility criteria at FAR 9.104.

To determine compliance with the responsibility criteria at FAR 9.104, the Government may:

a. Perform a pre-award survey.

b. Request offeror to provide financial, technical, production, or managerial background information.

c. If the offeror does not provide the Government with the data requested within 7 days from the date of the request, or if the offeror refuses a Government visit to the offeror’s facility, the Government may determine the offeror non-responsible.
