Four BOAs were awarded as a result of this solicitation. Individual Job Orders under this BOA will be competed between the 4 successful awardees. The JOB ORDER EVALUATION will be based on the following:
Ability to meet technical requirements Adherence to Period of Performance Past Performance on previous orders under the BOA Price for supplies/services provided
For complex orders that require best value evaluation beyond past performance and price a technical factor as well as small business subcontractor participation factor may be added.
Each JOB order request for proposal will outline the evaluation factors to be considered for award and their order of importance.
Rolling Admissions:
If needed to meet demand, additional contractors may be added through rolling admissions.
The Requiring Technical Activity (RTA) will collaborate with the Contracting Officer to determine whether additional contractors are needed for capacity or technical capability purposes. In addition, if bona fide competition (two or more offers) is not received in at least 85 percent of the delivery order competitions in the first twelve (12) months, "rolling admission" procedures, will be utilized to add additional contractors to the competitive base. In addition, if bona fide competition does not exist, the Government will re-evaluate the set-aside and determine if it should be dissolved to allow large contractor to compete to be added as BOA holders.
If it is determined to be in the best interest of the government to add contractors, the rolling admission notification will be advertised via FEDBIZOPS. In addition, the request for proposals will be posted to FEDBIZOPS. The criteria for source selection will be based on a Low Price Technically Acceptable evaluation criteria. Submittal of statement of technical capability, past performance and pricing information will be required. The Government will rate technical capability and past performance as acceptable/unacceptable. Price will be evaluated on the basis of price proposed.
