SUMMARY OF CHANGES

SUMMARY OF CHANGES

The purpose of this amendment is to extend the proposal due date, address industry questions, delete CDRL A008 Integrated Circuit Graphics Database, and revise Product Fabrication Specification, Raytheon 848055 from REV.

"AP" to REV. "AW".

INDUSTRY QUESTIONS & GOVERNMENT ANSWERS

QUESTION 1: What is the estimated date of award for pricing purposes?

ANSWER 1: The Government anticipates this procurement to be awarded sometime in the 2nd quarter (Jan-Mar) of Fiscal Year 2014. This is an estimated timeframe only.

QUESTION 2: Language in the CNIN-B-0008 DATA RIGHTS clause was questioned as follows: “The data rights statements, “..whether required to be delivered or not,…” conflicts with the DFAR provisions 252.227-7013 & 252.227-7014, which pertains only to technical data that is delivered and/or being paid for. Other than data deliverables, no other technical data or generation of technical data is being paid for under this FFP procurement.

As such, removal of the words, “whether required to be delivered or not” and the words “generated…” is requested.

(This should also be removed if it is listed elsewhere in the solicitation.) If not removed, please provide an explanation.”

ANSWER 2: All data developed under the subject contract is being paid for by the Government and is in accordance with DFAR Clause 252.227-7013. The clause was written to encompass both commercial and non-commercial, therefore, is applicable. DFAR Clause 252.227-7014 was incorporated into the CNIN-B-0008 DATA RIGHTS clause and only applies if there is computer software data or documentation is required. Since there is no computer software data, DFAR Clause 252.227-7014 is not applicable to this procurement. The Government will not remove the language.

QUESTION 3: Is the most current revision for Specification #848055, “AW” instead of “AP” as stated in the Statement of Work, paragraph 2.2?

ANSWER 3: Yes, the most current revision for Product Fabrication Specification, Raytheon 848055 is Rev. “AW” and NOT “AP”. The Statement of Work and “Exhibit B” in the table under Section J have been revised to reflect this change as shown on the following pages of this amendment.

QUESTION 4: The Proposal Adequacy Checklist cannot be completed as bidders are not required to provide cost and pricing data for this competitive requirement. Please delete.

ANSWER 4: DFARS Clause 252.215-7009 Proposal Adequacy Checklist will be deleted.

QUESTION 5: Under Clause CNIN-M-0002 (a) paragraph 2, please advise what is meant by the Go/No Go requirements.

ANSWER 5: Evaluation of the proposal will initially consist of confirming that the submission of product testing data meet the Go/No Go criteria in the following documents: Critical item Product Fabrication Specification, Raytheon 848055 Rev. AW, tables III, IV, V, and VI; Critical item Product Fabrication Specification, Raytheon

848060-1 Rev. AA, tables III, IV, and V; and Critical item Product Fabrication Specification, Raytheon G384018-1 Rev. A, tables III, IV, V, and VI. Proposals failing any of the Go No Go criteria will be rejected and will not be further evaluated. Proposals that successfully pass all Go No Go criteria in this initial evaluation will continue to be evaluated.

Naval Surface Warfare Center shall approve all Waivers, and Deviations. (A005, A006)

Only an approved Engineering Change Proposal (ECP) shall change designated product baseline documents. ECPs shall be submitted in accordance with the Contract Data Requirement List (CDRL) (DD

FORM 1423).

Any ECP to a piece-part, subassembly, or assembly, which changes the design, material, process, or lessens tolerances, shall be categorized as tracked.

Class I ECPs shall be defined as any change to the configuration item which affects form, fit, function, safety or cost. All Class 1 ECPs shall be tracked to serial number affectivity.

Class II ECPs shall be defined as any which does not meet the definition of a Class I ECP. Class II ECPs shall be further categorized as tracked or non-tracked. Class II tracked ECPs shall be tracked to serial number affectivity. If a Class II ECP has no potential impact on tube life or performance, that ECP shall be categorized as non-tracked.

These remanufacturing processes shall be retained by the contractor and include the following information: engineering drawings and associated lists which provide engineering definition sufficiently complete to remanufacture and maintain quality control of the item(s) to the degree that physical and performance characteristics interchangeable with those of the original design are obtained without resorting to additional product design effort, additional design data, or recourse to the original design. These engineering drawings shall define all inspection points by inspection procedure numbers, reflect the end product and provide the engineering data for support of repair. Engineering drawings shall include details of unique processes when essential to repair process, performance ratings; dimensional tolerance data critical manufacturing assembly processes and sequences; input and output characteristics;

diagrams; mechanical and electrical connections; physical characteristics, including form and finish; details of material identification; inspection, test and evaluation criteria; necessary calibration information; and quality control data.

Repaired or remanufactured items shall be assigned the same serial number as when received with the addition of the repair record numbers. The repair record shall indicate the number of exhaust cycles as repair attempts the item has been subjected to, i.e., the first repair should be serial number plus R1, second repair serial number plus R2, etc. The R suffix shall be indicated on all paperwork, records, documents, etc. associated with a particular item. The R suffix shall be labeled on the
