The following items are applicable to this modification:

SUMMARY OF CHANGES REV

Summary of Changes

1. Question: Option A12 is for aluminum weapon slots. You ask for a price per square foot, but these racks appear to be fixed in all dimensions except for length. Shouldn’t the price be quoted in linear feet instead?

Response: Option A12 (item 164 on the pricing tables) is to be proposed in linear feet. As indicated in notes 6 and 16 of the section B notes, offerors are to populate the pricing table and the pricing table is the ONLY part of the proposal that is to be submitted electronically to James.D.Martin@navy.mil. It is requested that for item 164 offerors change “Sq. Feet” to “Linear Ft” and propose accordingly. Offerors are reminded that all parts of the proposal (the electronic pricing portion as well as the hard copy documents as called out in CNIN-L-0002 that are not allowed to be submitted electronically per note 6 in section B) must all be received by the proposal due date and time.

2. Question: Option A4 – 50 htz AC. Is this to be priced as a replacement unit (AC only) or is it to be priced with the bullet resistant steel housing for the AC unit.

Response: Option A4 (item 122 on the pricing tables) is to be proposed as a replacement HVAC unit for armories and no steel housing.

3. Question: Can you explain to us in our pricing matrix where we are supposed to add in the materials and labor needed to install the options? Please tell me if I am wrong but the way I understand the pricing matrix, is you want us to price out each armory and magazine as an empty stand-alone unit with nothing inside it. Then you want each option priced out separately. If that is correct I would like to know how I am to price out labor and other components needed to get the options to function. On the portable armory spec file and the portable armory magazine spec file there are mil standards listed for those components. Is the Government allowing us to find any door or hinge that will fit accordingly or is there a mil spec that needs to be met for these options?

Response: Each armory and magazine is defined in the specifications. Each option is defined in the specifications.

Labor and other components that are needed to make the options to function properly are to be priced out the same way such items would be priced out on any supply type procurement. If military standards are listed for a component, the component must meet the military standard listed. Other than that there would be no restrictions (i.e. the Government is not dictating the specific component by manufacturer and part number as long as the component meets the military standard called out).

4. Question: I’m trying to find a cross for lines 134… 101… 100A Disconnect, 240V single phase 50 Hz… 143… A7… 100A Disconnect, 120/240V 3 Phase, 50Hz. I was looking at a website and they list an option that converts all electrical to 50Hz. Are these lines for that purpose?

Response: 60 Hz is not listed on item 134 or item 143. Both are exactly what they say, 50 Hz electrical (all equipment, lights, receptacles, HVAC, etc).

5. Question: 130, 17D, 100A Disconnet 120/220V single phase 60Hz with 8 20A breakers and 2 double pole 30A breakers, 1; HOM816M100RB, 130, 17D, 4; HOMT2020, 130, 17D, 2; HOM230 – This 100A product includes breakers with it. Does the following include the same breakers as the 100A unit? Or is the unit without circuit breakers? – 131, 17E, 200A Disconnect 120/220V single phase, 60Hz.

Response: 130, 17D is 100A Disconnect 120/220V single phase 60Hz with 8 20A breakers and 2 double pole 30A breakers. It is an interior 100amp, 12 slot (sometimes all 12-slots/breakers are needed). It is powered through an exterior weather proof 100amp breaker panel and an interior kill switch for all electric. The armory customer only

N00164-13-R-GQ35

has to make one electrical service connection to the exterior weather proof 100amp breaker panel. Everything past that point is prewired and tested via/during installation of all the above by the armory manufacturer.

6. Question: 135, 102, 220V-60Hz/480V-60Hz single phase dual power electrical hook-up. I think this refers to an encapsulated transformer to lower the voltage from 480V to 220V, but it doesn’t say the current that it will be running. Looking for current at 220V that it will be running or it will say 480V/240V @ 33kVA.

Response: 131, 17E is 200A Disconnect 120/220V single phase 60Hz with 16 20A breakers and 4 double pole 30A breakers. It is an interior 200amp, 24 slot panel (sometimes all 24-slots/breakers are needed). It is powered through an exterior weather proof 200amp breaker panel and an interior kill switch for all electric. The armory customer only has to make one electrical service connection to the exterior weather proof 200amp breaker panel. Everything past that point is pre-wired and tested via/during installation of all the above by the armory manufacturer.

7. Question: The products 130 – 17D and 131 – 17E and others, it says disconnect in both of their descriptions. Does that mean turning off the main breaker in the breaker panel as a disconnecting power means or having a Safety Disconnect in combination with a breaker panel that can be turned off and locked out?

Response: Please see answers to bullets 5 and 6 above. In addition, the following information is added. 135, 102 is 220V-60Hz/480V-60Hz single phase dual power electrical hook-up. The key words here are dual hookup, as one of the set-ups above will be used, adding a multi tap 33KV transformer, a transfer switch, and a 2nd exterior breaker panel for the 440V/480V electrical service. The customer has the option of using either electrical service. All components on interior will be 120/240V/60Hz but will safely run on 50HZ if needed.

8. The proposal due date is extended from 4:00 PM local time on 31 July 2013 to 4:00 PM local time on 05 August 2013.
