The following have been added by full text:

AMENDMENT 0003

Question:

Paragraphs 3.4.1 and 3.4.2 of the Statement of Work require first article and production cable assemblies to be tested in accordance with PPD 802-6337554. Paragraph 4.3.14 of the PPD requires each outboard cable assembly to undergo a cycling hydrostatic pressure test during which a fiber optic loss test is performed. When these cables were fabricated for NUWC, Division Newport, the fiber optic loss test under hydrostatic pressure was waived because there were no test fixtures or pressure proof penetrators available to obtain valid measurements. To satisfy the requirement, the fiber optic loss tests were performed outside the pressure tank, prior to and after the hydrostatic pressure test. Will testing the cable assemblies in this manner (outside the pressure tank) be satisfactory on this contract or will the successful bidder be required to provide certified measurement quality jumpers (MQJ) and associated inserts and fittings to conduct the fiber optic loss test during the hydrostatic pressure test?

Government Response:

Offerors are required to conform to all testing requirements as outlined in the Statement of Work, PPD 802- 6337554, and all associated drawings. All MQJs associated with PPD 802-6337554 components shall be constructed and tested in accordance with the requirements in Section 9. If a vendor only uses the MQJ in their own facility, no outside certification is required. If a vendor intends to sell MQJs to other companies, then they must submit the MQJ to the NAVSEA Technical Design Agent (TDA) for fiber optics, NSWC Dahlgren for evaluation and upon successful completion, they would receive certification.

The closing date and time for receipt of offers remains unchanged and is 05 August 2013 at 4:00 p.m. Eastern time.
