About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition for a federal contract opportunity.
The Naval Surface Warfare Center, Crane Division is seeking to award a five-year Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) supply contract on a limited competition basis to procure Hydrophone Housings (Part Number 6029163-301) for the United States Navy and United Kingdom. The contract will be awarded to certified vendors including Stark Precision Machine, Terre Haute, IN; D & D Automation, Terre Haute, IN; and Enjet Aero, Terre Haute, IN to support the TR-333 Hydrophone Program, including Foreign Military Sales. The total estimated contract value is $4.1 million with an estimated ordering period from June 2026 through June 2031. The government requires a total of 900 Hydrophone Housings to support critical defense requirements. The contract restricts competition based on 10 U.S.C. 3204(a)(1), citing that only one responsible source or a limited number of responsible sources can satisfy agency requirements due to highly specialized equipment manufacturing requirements. The justification emphasizes that new vendor certification would require extensive testing at three levels (unit testing, assembly testing, and operations testing), incur substantial duplication of costs, create unacceptable schedule delays of approximately 18-24 months, and jeopardize fleet readiness and nuclear deterrent deployment capability. Market research conducted in June 2025 identified no additional qualified vendors, and subsequent Request for Information and presolicitation notices received no responses. The Contracting Officer has determined the anticipated cost is fair and reasonable.
