About this file
This is a Class Justification and Approval (J&A) document for the use of other than full and open competition in federal contracting.
The Naval Sea Systems Command, Naval Surface Warfare Center, Crane Division is awarding a Basic Ordering Agreement (BOA) and job orders on a sole source basis to Meggitt Defense Systems Inc. (CAGE Code 62228, located in Irvine, California) for supplies and services supporting U.S. Navy Maritime Domain Awareness missions. The procurement covers Liquid Air Palletized Systems (LAPS) Kits (Part Number 708999-1), Air Handling Unit (AHU) Kits (Part Number 703099-1) and future variants, related sub-systems, spares, repair parts, and associated technical data for the P-8A aircraft platform. These systems provide cooling to critical sensor systems that enable Intelligence Surveillance Reconnaissance and Targeting capability. Services include non-recurring engineering, upgrades, configuration management, reliability and maintainability analysis, failure analysis, corrective actions, obsolescence management, logistics and product support, maintenance and repairs, and technical data generation. The initial job order includes up to twelve LAPS units and thirty-two AHUs with long-lead spares. The estimated total contract value is $24.5 million for fiscal years 2026 through 2030, with authority to act under this Class J&A expiring five years after BOA establishment on September 30, 2030.
The sole source justification is based on Meggitt's exclusive design, development, qualification, and manufacturing of these components to meet P-8A aircraft integration requirements. The government lacks adequate design data for competition, and Meggitt has advised it will not license or sell proprietary data. Market research conducted via a request for information published on SAM.gov on January 14, 2025 yielded one response lacking required technical expertise, and a synopsis posted on March 6, 2025 received no responses. The contracting officer determined the anticipated cost to be fair and reasonable, and the Technical Director approved the procurement on June 5, 2025.
