About this file

This is a Pre-Solicitation Notice for a sole source engineering services and supplies contract. The Naval Surface Warfare Center, Crane Division (NSWC Crane) is seeking engineering support for the sustainment, upgrades, and repair of the AN/SPY-1 radar system across the AEGIS Fleet and AEGIS Ashore platforms. The Government intends to award a Basic Ordering Agreement (BOA) with Job Order 0001 (one base year plus four option years) to Lockheed Martin (CAGE: 02769) under FAR 6.103-1 authority. The solicitation is being pursued on a sole source basis due to anticipated substantial cost duplication if competitive bidding were pursued and unacceptable delays in meeting Navy requirements. The Product/Service Code is AC12, and the NAICS code is 541330.

The closing date for capability statements or proposals is 21 July 2026 at 02:00 PM EST. All responsible sources may submit materials for consideration, though the Government reserves the right to re-evaluate the sole source justification and potentially change to a competitive procurement. The formal solicitation and amendments will not be posted on SAM.gov and are available only from the points of contact. All contractors must be registered in the System for Award Management (SAM). Interested parties should direct inquiries to Charlene Warren (812-381-7139, charlene.r.warren.civ@us.navy.mil) or ReBecca Poplin (812-227-9363, rebecca.r.poplin.civ@us.navy.mil), and should reference solicitation number N00164-28-R-LL13. Companies interested in subcontracting opportunities should contact Lockheed Martin directly.

N00164-28-R-LL13 – SOLE SOURCE – Engineering Services and Supplies to Support AEGIS Weapon System and AN/SPY Radar Signal Processor– PSC – AC12 – NAICS 541330

Issue Date: 07 JULY 2026 – Closing Date: 21 JULY 2026 at 02:00 PM EST (EDT)

Naval Surface Warfare Center, Crane Division (NSWC Crane) has a requirement for engineering supplies and services to support the sustainment, upgrades, and repair of the AN/SPY-1 radar system across the AEGIS Fleet and AEGIS Ashore (AA) platforms.

The proposed contract action is for supplies and services for which the Government intends to issue a Basic Ordering Agreement (BOA), and Job Order 0001 (one base year plus four option years) off the BOA immediately following award, to Lockheed Martin (CAGE: 02769) under the authority of FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is being solicited on a sole source basis because of the anticipated substantial duplication of costs to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Navy’s requirements. All responsible sources may submit a capability statement or proposal, as appropriate, which will be considered by the agency. Companies interested in subcontracting opportunities should contact Lockheed Martin directly.

A determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The Solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.

Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov.

This pre-solicitation notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The USG is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
