JUSTIFICATION AND APPROVAL (J&A)

FOR OTHER THAN FULL AND OPEN COMPETITION

1) Identification of Agency and Contracting Activity:

2. Description of the Action Being Approved:

This is a sole source action submitted for approval to award a sole source Firm Fixed Priced contract for a Fanuc Alpha C600iA-16" Wire Electrical Discharge Machine to support students and faculty of USNA. This requirement will be awarded subject to FAR 13.5 – “Simplified Procedures for Certain Commercial Items.”

3. Description of Supplies/Services:

USNA is the United States Navy’s premier institution of higher learning, providing education and performing research. This new proposed acquisition is for a replacement Electrical Discharge Machining (Wire EDM) Machine center. The Independent Government Estimate (IGE) for this requirement is and the required delivery date is 01 August 2020. The Fanuc Wire EDM machine provides all the capabilities the Project Support Branch requires as listed. 1) Slug Retention. The feature allows the slug generated during the machining process to be retained in the workpiece maximizing unattended operation.

2) Advanced pulse control. This feature improves cut speeds and surface finishes particularly in parts of varying thicknesses.

3) Flexible discharge pulse control. This circuit can further increase cutting speed by monitoring the current pulse and automatically adjusts off time based on the magnitude of the current pulse.

The end result is more pulses per unit time, therefore increased cutting speeds with more accuracy.

4) Automatic wire feeder that can accommodate at least a 50lb wire spool and have annealing capabilities. The Fanuc Wire EDM machine model C600iB-16 is the only machine to have the features the Project Support Branch requires.

4. Identification of Statutory Authority:

The statutory authority permitting other than Full and Open Competition under the test program for certain commercial items is section41 U.S. Code Section 1901, as implemented by FAR 13.501(a). As identified in paragraph 5, there is only one machine able to provide the necessary features satisfactorily and no other machine will satisfy the agency’s requirements. The Fanuc Wire EDM machine model C600iB-16 encompasses the full range of capabilities needed by

USNA.

5. Rationale Justifying Use of Cited Statutory Authority:

The USNA Project Support Branch utilizes this machine to support many student Capstone, Trident, Bowman, and independent research projects as well as faculty research projects. The Support Branch typically cut specimens, very hard materials, and other parts that require high precision machining. The loss of this capability will adversely impact student and faculty projects by forcing the projects to be outsourced thus increasing costs and lead times.

This would significantly impact USNA student and faculty Capstone and research projects.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable:

The synopsis required by FAR 5.201 will be published on the Government-wide point of entry as intent to negotiate on a sole source basis to Methods Machine Tool, Inc. Methods Machine Tool, Inc. is Fanuc America’s authorized Small Business reseller.

7. Determination of Fair and Reasonable Cost:

The Procuring Contracting Officer will make a determination of fair and reasonableness of price based upon price analysis in accordance with FAR 13.106-3.

8. Actions to Remove Barriers to Future Competition:

For the reason set forth in Paragraph 5, the Government has no plans at this time to compete future contracts for the types of supplies/serviced covered by this document. If another potential source emerges, the Government will assess whether competition for future requirements is feasible. All future requirements will be researched on a base by case basis.
