About this file
This is a Request for Quote (RFQ) from the U.S. Navy for products or services requiring non-destructive testing capabilities and quality assurance compliance. Offers must be submitted by email to Sarashea Thibodeau at sarashea.thibodeau.civ@us.navy.mil. All vendors must be registered in the System for Award Management (SAM) database to be considered for award. The requested delivery schedule is 50 weeks after receipt of order, and vendors must confirm their ability to meet this timeline or indicate an alternative schedule.
Technical submissions must include ultrasonic testing and liquid penetrant test procedures written in accordance with MIL-STD-2132D with acceptance criteria per MIL-DTL-32386, along with evidence of compliance with higher-level contracting quality requirements under either MIL-I-45208 or ISO 9001/9002 with applicable STR-ISO 9000 supplements. Vendors must submit their lowest pricing for all requested line items; failure to price all items will result in rejection. Past performance documentation should include at least three relevant projects or contracts completed within the last five years by the vendor and any subcontractors. Award will be made to the responsible vendor offering the best value using a Lowest Price Technically Acceptable (LPTA) evaluation approach, considering technical capability, delivery schedule, price, and past performance. Vendors with no past performance information will be rated as acceptable, but those receiving an unacceptable rating will be eliminated from consideration.
