About this file
This is a Request for Quote (RFQ) from the U.S. Navy for products or services requiring non-destructive testing capabilities and quality compliance documentation. Offers must be emailed to Ina Nason at ina.nason.civ@us.navy.mil, with vendors required to be registered in the System for Award Management (SAM) database for consideration.
Vendors must submit technical confidence documentation including ultrasonic testing and liquid penetrant test procedures written in accordance with MIL-STD-2132D with acceptance criteria per MIL-DTL-32386, along with evidence of compliance with higher-level contracting quality requirements under either MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C. The requested delivery schedule is 50 weeks after receipt of order, and vendors must confirm their ability to meet this timeline. Vendors must provide lowest pricing for all line items and submit at least three relevant projects or contracts performed within the last five years. Award will be made using Lowest Price Technically Acceptable (LPTA) evaluation criteria, prioritizing technical capability, delivery schedule, price, and past performance. Vendors with no past performance information on record will be rated acceptable, while those receiving unacceptable ratings on any evaluation factor will be eliminated from consideration. Past performance information will be evaluated using Federal, State, and local government databases including CPARS, PDREP, and SPRS, with relevance and recency defined as contracts or projects similar in scope and complexity performed within five years of solicitation issuance.
