About this file
This is a Technical Ordering Data (TOD) document for a federal contract establishing requirements for the manufacture and delivery of 4-inch seamless stainless steel pipe.
The contract (N0010426RX19776) requires the vendor to manufacture 9,252 inches of 4-inch Schedule 40 pipe (MIL-P-24691, Type 1) with part number M24691/3P32K040 (MOD), dual certified to 316/316L stainless steel material. Manufacturing must comply with Military Specification MIL-P-24691 and meet chemical requirements of Grade TP316L with mechanical requirements of Grade TP316. The pipe shall be ultrasonically inspected per MIL-DTL-24691 and NAVSEA Technical Publication T9074-AS-GIB-010/211, with 100% thickness inspection required. Vendors must notify the purchasing agent four weeks in advance of ultrasonic testing to allow Portsmouth Navy Shipyard personnel to witness testing. Cobalt content is restricted to a maximum of 0.2%, with concentrations up to 0.5% permissible only upon waiver request with documented justification. Material certification for all tests and inspections per applicable specifications, plus ASTM A312 product analysis, is required. Preservation and packaging shall follow ASTM D3951, with material shipped in wooden boxes constructed of 2-inch thick planks, banded with metal straps. Government inspection is mandatory during manufacture and prior to shipment, coordinated through Portsmouth Naval Shipyard. FAR 52.246-11 higher-level contract quality requirements apply, supplemented by NAVSEA calibration, quality management, and inspection equipment requirements. All non-conformances require procuring activity waiver approval with written justification demonstrating no impact on part quality, form, fit, or function.
