About this file

This is a Request for Quote (RFQ) from the U.S. Navy for non-destructive testing services. Vendors must submit quotes to Ina Nason at ina.nason.civ@us.navy.mil and be registered in the System for Award Management (SAM) database to be considered for award. The Technical Confidence Submission requires vendors to provide ultrasonic testing and liquid penetrant test procedures written in accordance with MIL-STD-2132D (with acceptance criteria per MIL-DTL-32386) and demonstrate compliance with higher-level contracting quality requirements under either MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C. Offerors must confirm their ability to meet a 50-week delivery schedule from receipt of order and provide lowest pricing terms for all requested line items, with failure to price all items resulting in quote rejection.

Quotes will be evaluated using a Lowest Price Technically Acceptable (LPTA) approach based on four factors: Technical Capability, Delivery Schedule, Price, and Past Performance. Vendors must submit documentation of at least three previously performed projects or contracts completed within the last five years that are relevant to the required effort. The Government will assess vendor responsibility through sources including the Contractor Performance Assessment Reporting System (CPARS), Product Data Reporting and Evaluation Program (PDREP), and Supplier Performance Risk System (SPRS). Vendors with no past performance information will receive an "Acceptable" rating, while those receiving an "Unacceptable" rating will be eliminated from further consideration. Technical capability and delivery schedule ratings are binary (Acceptable/Unacceptable), with acceptable technical capability requiring submission of proper testing procedures and quality compliance documentation.
