About this file
This is a Request for Quote (RFQ) for non-destructive testing services issued by the U.S. Navy.
Vendors must submit quotes via email to Sarashea Thibodeau at sarashea.thibodeau.civ@us.navy.mil and must be registered in the System for Award Management (SAM) database to be considered for award. The technical submission must include non-destructive testing procedures written by the vendor conducting the work, specifically an Ultrasonic Testing Procedure and a Liquid Penetrant Test Procedure, both in accordance with MIL-STD-2132D with acceptance criteria per MIL-DTL-32386. Vendors must also provide evidence of compliance with higher-level contracting quality requirements, either MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C. The requested delivery schedule is 50 weeks after receipt of order, and vendors must indicate whether they can minimally meet this timeline. Vendors must submit lowest pricing terms for all line items, with failure to provide complete pricing resulting in rejection of the entire quote. Past performance evaluation requires submission of at least three relevant projects or contracts performed within the last five years by the vendor and any subcontractors.
Quotes will be evaluated using Lowest Price Technically Acceptable (LPTA) criteria across four factors: Technical Capability, Delivery Schedule, Price, and Past Performance. Technical capability must be rated "Acceptable" based on submission of compliant testing procedures and quality certifications, while an "Unacceptable" rating for delivery schedule or past performance will result in elimination from further consideration. Past performance will be evaluated using information from CPARS, PDREP, SPRS, and other government and commercial databases, with vendors having no past performance information rated as "Acceptable." Relevance and recency are defined as contracts or projects similar in scope and complexity performed within five years of solicitation issuance.
