About this file

This is a solicitation for the procurement of cartridge-actuated initiators used in aircraft ejection systems. The Navy's Naval Supply Systems Support (NAVSUP) is seeking offers for two critical safety items: the WB55 JAU-76/A Initiator (NSN 1377-01-492-6460) in quantities of 15 deliverable units plus test samples, and the WB56 JAU-77/A Initiator (NSN 1377-01-492-6470) in quantities totaling 196 deliverable units across multiple delivery points, including foreign military sales (FMS) to Australia and Kuwait. The solicitation is restricted to Pacific Scientific Energetic Materials Company and includes firm-fixed-price contracts with a defense priority and allocation system (DPAS) rating. Offers must be submitted electronically to zachary.j.dom.civ@us.navy.mil by May 21, 2026, at 2:00 PM, with an anticipated contract award following evaluation of technically acceptable offers on a lowest-price basis.

Contract performance requires extensive testing, documentation, and quality assurance activities including lot acceptance testing, first article testing (if triggered), radiographic inspection, configuration control, and compliance with MIL-DTL-32093 specifications and ISO 9001:2015 quality standards. Deliverables span 375 calendar days from award and include technical data packages, test reports, ammunition data cards, and marriage logs submitted via the Wide Area WorkFlow (WAWF) system. The contractor must maintain compliance with DoD Manual 4145.26 for ammunition and explosives safety, provide unique item identification markings, manage energetic materials per strict age requirements (no more than 24 months old), and support post-award safety orientations and inspections. The solicitation incorporates numerous DFARS and FAR clauses addressing cybersecurity maturity model certification (CMMC Level 2 C3PAO required), rights in technical data, export controls, and safeguarding of covered defense information, reflecting the critical nature of these cartridge-actuated devices for military aviation platforms.
