Amendment 0004 to Solicitation N0010426RK041
This is Standard Form 30 Amendment of Solicitation/Modification of Contract, issued by NSWC Weapon Systems Support Mech on July 28, 2026, for Solicitation N0010426RK041 (FMS Requirement), originally dated April 13, 2026. The amendment extends the response due date from July 29, 2026 to August 18, 2026 at 2:00 PM Eastern time. Offerors must acknowledge receipt of this amendment prior to submission of their offers through one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each offer copy, or submitting separate written or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt by the specified deadline may result in offer rejection.
The amendment incorporates two key contract clauses into the solicitation: FAR clause 52.232-32 (Performance-Based Payments, April 2012 version) and DFARS clause 252.232-7015 (Performance-Based Payments-Representation, December 2022 version). The Performance-Based Payments clause establishes the framework for contract financing payments tied to successful accomplishment of specific events or performance criteria, with detailed provisions regarding payment approval, liquidation, title vesting in Government property, records maintenance, and contractor certifications. The DFARS clause requires the offeror to represent whether its financial statements comply with Generally Accepted Accounting Principles, a prerequisite for receiving performance-based payments under 10 U.S.C. 3802(c). All other terms and conditions of the original solicitation remain unchanged.
