This is Amendment 0004 to Solicitation N0010426QK050, issued by the Naval Supply Weapon Systems Support Mech organization on February 12, 2026. The amendment extends the proposal closing date from February 13, 2026 to February 27, 2026 at 2 PM EST. The purchase requisition number has been updated to N0010426NB015.
The amendment incorporates clause updates per the Federal Acquisition Regulation overhaul, including new cybersecurity requirements (CMMC Level 2 Self certification), safety precautions for ammunition and explosives compliance with DoD Manual 4145.26, first article approval testing at NSWC Indian Head Maryland, and safeguarding requirements for sensitive conventional arms and ammunition per DoD 5100.76-M. New clauses added include FAR 52.240-91 and 52.240-93 for security prohibitions and information system safeguarding, plus DFARS 252.240-7997 for NIST SP 800-171 DoD Assessment Requirements and 252.244-7999 for commercial product subcontracts. Several previously-incorporated clauses were deleted, including prohibitions on Kaspersky Lab, ByteDance applications, certain telecommunications services, and unmanned aircraft systems. The contract involves impulse cartridges (NSN 1377-00-193-8832) and HPC-87 items (NSN 1376-01-306-1239), both classified as Sensitivity Category U, requiring compliance with physical security standards and inventory control procedures for potentially unstable government-furnished ammunition and explosives.

(3) The Contractor shall ensure that the subcontractor understands and agrees to the Government's right to access to the subcontractor's facilities, personnel, and safety program documentation to perform safety surveys. The Government performs these safety surveys of subcontractor facilities solely to prevent the occurrence of any mishap which would endanger the safety of DoD personnel or otherwise adversely impact upon the Government's contractual interests.
(4) The Contractor shall notify the Contracting Officer or authorized representative before issuing any subcontract when it involves ammunition or explosives.
