Justification and Rationale: The procurement is justified under 10 USC 3204(A)(1) and implemented by FAR 6.302-1, citing that only one or a limited number of responsible sources will satisfy agency requirements. Specifically, Raytheon Co. (CAGE Code 15090) is identified as the only known source of repair based on market research conducted across government databases (FLIS, ERP) and historical sources. The manufacturer requires special test and inspection facilities to maintain ultra-precision quality and system integrity. No authorized substitutes exist, and the Government does not own manufacturing data or rights to the data needed for open competition. A class waiver for posting a Request for Information or Sources Sought notice on the government-wide point of entry was issued on March 15, 2019. The contracting officer determined the anticipated cost to be fair and reasonable. No previous J&A exists for this item, which was previously awarded under the SAT contract vehicle.
