About this file

This is a Justification for Other Than Full & Open Competition (J&A) document from the Department of the Navy's NAVSUP WSS in Mechanicsburg, PA. The document covers the negotiation and award of a contract for a repair/overhaul of a "TERMINAL,DATA PROCE" item (NSN 7025 014732710, P/N 411140-100) through a non-competitive procurement process. The acquisition is justified under 10 USC 3204(A)(1), indicating only a limited number of sources can satisfy agency requirements.

Market research conducted across government databases (ITIMP, FLIS, ERP) determined that specific unnamed vendors are the only known repair sources for this specialized item, with no authorized substitutes. The expected final delivery date is 12/04/2025, and the document indicates the contract was synopsized on 01/22/2025. NAVSUP WSS plans to encourage potential new vendors to submit technical data packages for future source approval, while maintaining the current limited source procurement. The document includes signatures and certifications from various Navy personnel, including a contracting officer, competition advocate, and legal reviewer, with final approval dated 02/27/2025.
