About this file
This document is an amendment to a solicitation for a setscrew seal assembly. The Navy seeks this assembly for use in naval weapon systems support. The amendment provides updated questions and answers from potential offerors. It clarifies that dimensional inspection and torque testing will be required. While ISO 9001 compliance was listed, registration is not mandatory. The previously included clause 52.209-1 was incorrectly included and qualification from a prior manufacturer is not required. Offerors must submit responses acknowledging this amendment. The product specifications and drawings are in the technical data package provided.

SECTION B - SUPPLIES OR SERVICES AND PRICES
The following have been modified:
SECTION B NOTES
SOLICITATION NOTES:
1. Because the Government intends to award without discussion, any exceptions to the requirements of this solicitation should be raised prior to submission of an offer.
2. Electronic submission of an offer may be accomplished by attaching your offer to an email directed to mckenzy.s.harris.civ@us.navy.mil. The size limitation of an email through the NAVSUP WSS mail server is 10 MB. All files designated as .zip files will be stripped from any email sent.
Files larger than the server limitation may be segregated and sent via several emails as long as they are clearly identified as such. It is highly recommended that the Offeror request email delivery confirmation or other form of acknowledgement to verify that the proposal submission was received.
PUBLIC RESPONSES TO SOLICITATION QUESTIONS:
Q1: PL5479526 parts list is referenced in the solicitation but was not provided.
A1: DWG PL5479526 Rev D has been uploaded to SAM.gov.
Q2: Packaging is defined on drawing 5479526 Note 4. It is understood that each assembly is to be preservative coated, wrapped, taped and sealed in a vapor barrier bag. Can you please clarify the number of Set Screw Sealing Assemblies to be packed in a box?
A2: ISEA does not require a specific quantity of Set Screw Assembly per box. However, ISEA recommends that all units be place into one box, unless the box weighs more than 30 pounds. If the weight exceeds 30 pounds, (to meet MIL-STD safety for lift requirements) than separate the lot into two separate boxes or however many boxes are required.
Q3: The solicitation states that inspections and tests are to be performed by the contractor. Is there a specification defining the required testing? If not we anticipate that the required inspections would be dimensional inspections of each component and testing would consist of testing the torque requirements of Note 1 of drawing 5479524. Please confirm.
A3: Correct, vendor will be responsible for dimensional inspection and certificates for compliance for each drawing/component in the TDP. This includes Major/Critical notations found throughout the drawings. Vendor will be responsible for all note requirements and torque testing. Vendor will be required to submit a Test Plan to ISEA that identifies inspection procedures for QA.
Q4: In Section E it is stated that Quality Assurance Inspection System to be in accordance with ISO 9001, ASQC Q9001 - 2000 REGISTRATION REQUIRED. Our Quality Assurance System is in full compliance with ISO 9001:2015 and has been reviewed and approved by numerous US
N0010424QK020
Army and US Navy customers. Since we are a small business we do not maintain a third party certification for the quality system. Please advise if we can be considered for this solicitation.
A4: Yes, they can still be consider for solicitation. ISEA does not require the vendor to be ISO 9001, ASQC Q9001 – 2000 registered. However, the vendor will need to have a Quality Assurance System in place that is ISO 9001 compliant. ISEA will make sure the manufacture is meeting the ISO standard through certificates of compliance, calibration requirements for tools, dimensional inspection sheets, validation of test procedures, manufacturing process etc.
Q5: Clause 52.209-1 QUALIFICATION REQUIREMENTS (FEB 1995) is included in the solicitation which would normally indicate that there is at least one component that must be procured from a previously qualified manufacturer. However, we do not see such a requirement in the TDP. Please advise.
A5: Correct, no drawing in the TDP requires the a component be procured from a specific previously qualified manufacture. Clause 52.209-1 was incorrectly included in the solicitation package, and not a requirement for this set screw assembly.
