Contractor Questions:
Question: I see all the shafts are being solicited at once. Is there a requirement to bid all of the shafts or can a contractor choose some of them based on their projections for workload?
Answer: Offerors are not required to submit pricing in response to the solicitation. Awardees are expected to be capable of manufacturing all shafts included in the solicitation. However, per Section H-2, 3.6 Contractors are not required to submit an offer in response to a Request For Delivery Order Proposals.
Question: I see this is now a solicitation. Do I need to resend the information submitted in response to the pre-solicitation?
Answer: Offerors are not required to submit pricing in response to the solicitation. Awardees are expected to be able to provide all shafts included in the solicitation. However, per Section H-2, 3.6 Contractors are not required to submit an offer in response to a Request For Delivery Order Proposals.
Question: In reference to A0012 Manufacture Turn Around Report, do you require the submittal to be inclusive of all shafts being solicited? Do you require the submittal of the step-by-step timeline for a typical DDG-51 Class Propeller Shaft (MOD C) to be completed on the A012 CDRL Form?
Answer: Per Section H, the contractor shall provide a detailed step-by-step timeline inclusive of critical milestones for a typical DDG-51 Class Propeller Shaft. There are no format requirements for the submission of CDRL A012.
Question: I noticed in Section L of the solicitation there is no reference to Section B submittal. Will this not be requested until the task order level?
Answer: Per Section M.1, Price or Cost will not be a factor in award of the MAC, however, price or cost will be considered as one of the factors in the selection decision for each delivery order under the MAC.
Question: MIL-STD-2191 is listed in the reference documents, is facility certification in accordance with MIL- STD-2191 a requirement to be able to receive a contract from this solicitation?
Answer: Per Section M, offerors must have proof of qualification or using a subcontractor with qualification requirements. Part of the qualification requirement includes a facility certification IAW MIL-STD-2191
