About this file
This document is an amendment to a solicitation for multiple award repair contracts to support the refurbishment of various ship shaft components for the U.S. Navy. The amendment provides answers to contractor questions, amends pricing and small business set-aside requirements, and confirms that letters certifying as a shaft refurbishment facility satisfy the requirement for a depot overhaul point letter. Up to 50% of the estimated annual repair value may be set aside for small businesses at the order level on a case-by-case basis. While pricing will not be evaluated for contract award, it will be considered for individual task orders. The amendment clarifies that contractors should not submit pricing with their proposals for the indefinite delivery, indefinite quantity multiple award contracts. The solicitation seeks qualified sources to repair propeller, intermediate, and stern tube shafts for various Navy ship classes including CG-47, DDG-51, LHD-1, LSD-41, LPD-17, and LHA-6/LHD-8.

Contractor Questions:
Question: Of the listed repair NSNs, is the Government seeking additional vendors for any particular NSN?
Answer: Per page 2, under the solicitation notes section, the Government intends to award contracts to all qualified offerors who are currently qualified by NAVSEA to repair U.S. Navy Waterborne shafts
Question: The Presolicitation Notice on sam.gov notes that this opportunity is a Partial Small Business Set-Aside (FAR 19.5). Please provide information on how much, or what aspects, will be solicited as Full and Open competition and what will be Set-Aside.
Answer: Per page 2, under the solicitation notes section, up to 50% of the total estimated assets to be repaired in a given year may be set aside for small businesses. The government reserves the right to make set aside determinations on a case by case basis at the Order level.
Question: In Section L - Instructions, Conditions and Notices to Bidders, there is no mention of submitting Section B - Supplies or Services and Prices. Can you confirm that Section B not required?
Answer: Per Section L.3, Section B is not required to be submitted. Per page 2, under the solicitation notes section, Cost/ Price will not be evaluated for the Contract Award(s) in accordance with FAR 15.304(c)(1)(ii). Cost/Price will be evaluated at the order level.
Question: Will a letter certifying a Contractor as a Shaft Refurbishment Facility satisfy the requirement to submit a NAVSEA Depot Overhaul Point letter?
Answer: Yes, a Shaft Refurbishment Facility letter is equivalent to a Depot Overhaul Point letter.
Question: Please confirm that an offeror’s letter of NAVSEA Approval as a Shaft Refurbishment Facility is equivalent to the requested Depot Overhaul Point letter requested in Section L, Volume 2 requirements.
Answer: Yes, a Shaft Refurbishment Facility letter is equivalent to a Depot Overhaul Point letter.
Question: In reviewing this solicitation, it reads that for this IDIQ MAC submission, pricing is not a factor and that the pricing becomes a factor at the delivery order level. The Government has placed a maximum award of $161,843,404 on page 2 of the solicitation. Section B and Section L both state, “Cost/Price will not be evaluated” and “Price or cost will not be a factor in award of the MAC, however price or cost will be considered as one of the factors in the selection decision for each task or delivery order under the MAC.” Please confirm, the Contractor will not submit any pricing for the submittal of the IDIQ MAC contract as the Government has established a Max award of $161,843,404.
Answer: Correct. Per page 2, under the solicitation notes section, Cost/Price will not be evaluated for the Contract Award(s) in accordance with FAR 15.304(c)(1)(ii). Cost/Price will be evaluated at the order level.
Question: I have one question currently on 1.3.1.7 Designated Overhaul Point (DOP). We have the attached letter certifying Steel America as a Refurbishment Facility. I would like to know if this letter satisfies this requirement or we need a another DOP letter.
Answer: The Navy cannot prematurely review any Contractor submissions outside of the Contractor's proposal. A Shaft Refurbishment Facility letter is equivalent to a Depot Overhaul Point letter.
