About this file
This amendment to a solicitation provides updated information for a Navy contract opportunity seeking propulsion shafts. The amendment extends the response date to August 23rd, 2022 at 4:00pm EST. It also updates the required delivery schedule to within 830 days of award for line items 0001AA and 0002AA. The amendment answers contractor questions by clarifying that inboard coupling bolt holes can be machined to finished dimensions, while recommending a drilling diameter of 2.875 inches for tapered portions. The Navy Naval Supply Systems Command is the issuing agency, with the ship-to address and distribution determined after award. No other terms were changed from the original solicitation.

Question: The LCC print ACC 19 203-249230 shows all finished dimensions. The other print provided and mentioned in the SOW, 803-21458027. Propulsion Shafting and Components has note 135 that states that holes should be drilled 1/8” undersized. My concern with this one is the Inboard Coupling Halves. P/N 105 and the inboard coupling, P/N 106. Because these parts are very critical and tolerance specific, will the same rule apply to these items.
Answer: NOTE 135 of the NAVSEA Std. Shafting Dwg. pertains specifically to shaft flanges possessing only taper fitted bolts, and states exactly that. The inboard coupling, however, is configured with a portion of the bolt hole length possessing a slight clearance fit with the bolts (straight) and the other portion on a taper of 1/8” per foot on the diameter. Subsequently, the bolt holes of the collar are completely tapered. As such, the straight portion of the bolt hole length for the inboard coupling can be machined to finished dimension. Given that the smallest diameter of the taper for the inboard coupling assembly is on the FWD end of the collar (3.000” by design), the Naval Surface Warfare Center recommendation would be to machine both the tapered portion of the inboard coupling bolt holes and the collar bolt holes with straight holes measuring 2.875” in diameter. This should leave plenty of material for the installing activity to ream and fit the tapered portions of the bolt holes accordingly.

FAR 21.211-8 TIME OF DELIVERY (JUN 1997) is updated as follows:
(a) The Government requires delivery to be made according to the following schedule:
REQUIRED DELIVERY SCHEDULE
Within 830 DAYS After Date OF CONTRACT
Item No. Quantity of Contract
0001AA QTY 1
0002AA QTY 1
The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.
OFFEROR'S PROPOSED DELIVERY SCHEDULE
Within Days After Date Item No. Quantity of Contract
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically.
(The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
(End of clause)
All other terms and conditions remain the same.
