(b) Offerors are encouraged to propose SPI processes in lieu of military or Federal specifications and standards cited in the solicitation. A listing of SPI processes accepted at specific facilities is available via the Internet at http://guidebook.dcma.mil/20/guidebook_process.htm (paragraph 4.2).

SECTION M

Evaluation Factors for Award

WSSTERMMZ04

EVALUATION FOR AWARD (LOWEST PRICED TECHNICALLY ACCEPTABLE)

Award will be made to the responsible offeror submitting the lowest priced, technically acceptable offer. A technically acceptable offer is one in which the offeror complies with the instructions contained in Section L of the solicitation and does not take exception, nor object, to any of the terms of this solicitation. Offers that are not technically acceptable will not be considered for award.

EVALUATION FACTOR

Preference will be given to offerors that provide a firm-fixed price. In addition to a firm-fixed price a Not-To-

Exceed (NTE – Maximum Ceiling Unit Price) is acceptable and will be considered by the Government. However, if both FFP AND NTE unit prices are received for the exact same dollar amounts, preference will be given to the offeror that provides a firm-fixed price.

NOTE: All offerors should take into account the costs of mil-specification packaging along with the costs of crating/boxing of the items. Also, the FMS Freight Forwarder does not have the capabilitiy to ship the items outside the U.S. except for the FMS customer country location. If the intended repair depot location is outside the U.S. the awardeee is solely responsible for all the arrangements and costs of shipping to the repair depot outside the U.S. and back to the U.S. upon completion of repairs.

SOLICITATION NOTES

1. This is a limited competitive acquisition for an FMS repair of Blades, Compressor, AI, NSN 2840-01-122-2398, part # K157G02, lot quantity of 468.

2. The ultimate awardee of the proposed contract action must be a certified repair depot in accordance with the NAVSEA DSOR approval process. Award of the proposed contract action will not be delayed while an uncertified repair source seeks to obtain certification by a government cognizant technical authority.

3. Preference will be given to offerors that provide a firm-fixed price. In addition to a firm-fixed price (FFP), a not-to-exceed (NTE) price is acceptable and will be considered by the Government. However, if both a FFP & NTE price is received for the exact same dollar amounts the FFP price will be deemed the lower price.

4. Award will be made to the responsible & qualified vendor whose quote, conforming to the RFP, that is the lowest price, technically acceptable. However, the government may amend the solicitation for the required repair turnaround time based on inputs received during the solicitation including an amendment to extend the solicitation period with the revised repair turnaround time.

5. Any questions regarding this solicitation shall be emailed to randy.stoker1@navy.mil. Questions must be received no later than 12:00 p.m. Eastern, Friday, 9 Aug 2019. Questions received after the aforementioned time and date will not be responded to.

6. Packaging and marking shall be in accordance with military specification packaging for overseas shipment. Also, proper boxing/crating of the items and all the costs is the responsibility of the contractor. In addition, if the intended repair depot location is outside the U.S., the FMS country Freight Forwarder does not have the capability to ship to other countries outside the U.S. and the awarded contractor would be responsible for all the shipping arrangements and the shipping costs to and from the outside the U.S. *** All offerors should take into consider all these costs before submitting their repair proposal.***

7. Government source inspection is required.

8. Quotes and any necessary certifications under DFARS 252.225-7035 shall be emailed to randy.stoker1@navy.mil.
