C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing/repair knowledge by the qualified source(s) require acquisition/repair of the part from the approved source(s). The approved source(s) retain data rights, manufacturing/repair knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, A/RMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, A/RMCs 1 or 2 are valid.

6. DESCRIPTION OF EFFORTS MADE TO SOLICIT OFFERS FROM AS MANY OFFERORS AS PRACTICABLE: A Request for Information / Sources Sought Notice was entered on the FedBizOpps website for government-wide point of entry on

6/4/2018 and as a result

No additional sources expressed an interest in performing these repairs.

The proposed contract action was synopsized on the FedBizOpps website for government-wide point of entry on

6/11/2018 and as a result

No additional sources expressed an interest in performing these repairs.

Market Research was conducted in accordance with FAR Part 10. The results of the Market Research conducted (or the reason(s) Market Research was not conducted) are as follows:

A technical review, which consisted of searching several Government databases including ITIMP, ERP/ORACLE/FMT, ISEA, NSDER, and CDMD-OA has been completed on this item. Search criteria included Part Number, Design Control Activity, Cage Code, NSN, Nomenclature, RMC/RMSC, AAC, Criticality Coding, recorded approved sourced of supply, historical sources of supply and past contracts. Based on this market research the contracting officer has determined that the only known repair source is Cage 1W5D9.

The 501-K34 Marine Gas Turbine Engine is the only source of electrical power for US Navy ships while they are deployed. The 501-K34 Marine Gas Turbine Engine was developed, designed, and is produced solely by the Rolls Royce Marine North America (RRMNA).

RRMNA is the only source with the complete technical design package for the 501-K34. Currently, the US Navy utilizes two commercial facilities for the overhaul of their 501-K series gas turbine engines. These two commercial facilities are Standard Aero Energy (SAE) in Winnipeg, Manitoba and RWG (Repair & Overhauls) USA, Inc. in Houston, TX. Both of these depots are authorized overhaul facilities for these engines by RRMNA. RWG (Repair & Overhauls) USA, Inc., is the only overhaul facility in the US authorized to induct, tear down, inspect and clean Radiologically Controlled (RADCON) affected gas turbine engines as designated by the cognizant Technical Warrant Holder for the engines, Naval Sea Systems Command 04N (NAVSEA 04N). Additionally, the US Navy is prohibited from sending RADCON affected assets for overhaul outside of the United States.

This engine (ASP-1672) has gone through the RADCON screening, by RWG, and is completely disassembled and stored on move-able parts trays at RWG's RADCON facility and is awaiting overhaul. Since these engines are completely disassembled, they cannot be shipped to another RRMNA approved overhaul facility, without being completely reassembled and placed back into their respected shipping containers, which would cause further delays and additional costs. At this time RWG is the only activity that can meet the Navy's operational requirements and avoid a disruption in fleet schedules.

7. DETERMINATION OF FAIR AND REASONABLE COST:

The contracting officer determines that the anticipated cost to the Government of the repairs covered by this J&A will be fair and reasonable.

8. ACTIONS TO REMOVE BARRIERS TO FUTURE COMPETITION:

Sources Sought Notification was utilized for this repair action. Future acquisitions will utilize same synopses/sources sought process and will be advertised in FEDBIZOPS/NECO websites in order to encourage potential suppliers to submit offers for review. Any responses will be sent to ISEA for evaluation.
