Machining of the weld joints shall be per DWG 803-2145807 (see excerpt above), with the following exceptions:
· To prevent weld burn-thru, as well as excessively thin welds in the way of GRP end preps, the backing strip thickness shall be 0.188” +0.000/-0.005”.
· To improve weld shrinkage, the 50° bevel angle in the weld joint detail (Detail 61-B) shall be changed to 60°.
· To ensure watertight integrity at the sleeve ends, the backing strip widths will be increased for the first 6” under the ends of the finished sleeve so as to reduce the fit-up gap to 0.022” +/-0.004”, which will result in a nominal shrink fit at the sleeve ends of 0.014”. For the remainder of the joint between the 6” ends, the fit-up gap shall be 0.032” +/-0.004”, which will result in a nominal shrink fit of 0.020”. The transition in backing strip width shall have a generous corner break so as not to create a sharp step.

During welded installation of the sleeves, strain gages shall be installed to monitor the stress due to weld shrinkage as follows:
· A welding procedure prepared by a welding engineer and approved by NAVSEA is required.
· Strain gages shall be located along the weld joints (both sides) and 90° from the weld joints along the length of the sleeve. The distance between the gages and the weld joints shall be sufficient to prevent gage damage, de-bonding, or false readings.
· All strain gages will measure uniaxial strain around the circumference of the sleeve, so as to indicate the measured shrink fit.
· The prior joint modifications require placement of strain gages within 3” of the sleeve ends and additional gages in between shall coincide with the dimensional measurement stations along the length of the sleeve to monitor the stress in areas of design and modified fit-up.
· The sleeves shall be accurately aligned and securely clamped to the shaft and appropriately grounded prior to welding. In no case shall the sleeve be welded to the shaft.
· Peening of welds shall only be accomplished as required to remove excessive stress, while optimizing residual stress within the allowable limits. Repair activities are cautioned against premature peening of welds in an effort to limit the in-process stress below the 16 ksi limit, as this typically leads to insufficient shrink fit in the final condition. Based on a modulus of elasticity of 21 x 106 psi, the threshold strain limit after final welding would be 762 x 10-6 in/in.
· Every weld layer will be subject to a liquid dye penetrant (PT) inspection with Class 2 acceptance criteria per MIL-STD-2035A(SH) in lieu of the RT requirements for M-1 Category A in S9074-AR-GIB-010/278. The final PT shall also use Class 2 acceptance criteria.
· After welding there shall be no gap between the sleeve groove and backing strip. If gaps remain, or if any of the strain gages indicate a shrink fit of less than 0.014”, a completed copy of this document shall be submitted for engineering evaluation prior to machining the sleeve.

Upon completion of welding, and to ensure watertight integrity, the ends of the weld joints shall be ground after final machining to remove metal burrs that may have been forced into gaps remaining around the ends of the backing strips. Grinding is to be a minimum of 0.03” deep and is to include the outline of the backing strip to the maximum extent possible without damaging the shaft surface. Incidental damage to the shaft must be evaluated for acceptability, faired smooth, and be subject to either MT or PT per NAVSEA Technical Publication T9074-AS-GIB-010/271.
Following grinding, repeat measurements and record any gaps remaining after final machining, where GAPmachined for a particular sleeve end is the sum total of combined gaps remaining in both joints at that end, as determined by inspection with wire, cut-down feeler gages, etc.

ENCLOSURE (3)
APPLICATION OF SHERWIN WILLIAMS'
NOVA-PLATE UHS PRIMER HIGH SOLIDS EPOXY PAINT
| 2.4 | PRE-SURFACE PREPARATION: |
| 2.4.1 | For surfaces that have been previously immersed in or wetted by sea water, prior to surface preparation perform a 3,000-psi minimum fresh water wash down. After the 3,000 psi fresh water wash down, continue to wash the area to be painted with fresh (city) water until a sheeting action is observed using approximately 40-50 psi water pressure. Contaminated areas as identified by the absence of sheeting action (i.e. water beading) shall be washed using clean lint free rags wetted with IPA or PF-145HP to remove organic surface contaminants. The solvent shall be allowed 60 minutes to flash off. |
| 2.4.2 | CHECKPOINT (SP-1 Cleanliness Prior to Preparation Inspection): |
| 2.4.2.1 | Verify that a freshwater wash down was performed as specified in Section 5.2. Sign Table 3 after completion of fresh water wash down. |
Perform a visual inspection to verify all surfaces to be blasted are free of hydrocarbons, and other contaminants such as sea salts, loose rust, mud, and marine growth, which could become imbedded in the surface to be prepared.
| 2.4.2.3 | The SP-1 surface condition shall be met prior to abrasive blasting or mechanical surface preparation. Sign Table 3 when pre-surface preparation inspection is satisfactory. |
| 2.4.2.4 | Have the Abrasive Blasting Prerequisite List shown on Appendix A completed and signed by the appropriate departments. |
2.4.3 Where doubt exists as to the adequacy of surface cleanliness prior to surface preparation, inspect the surface using a UV light (approx. 60 A) to detect hydrocarbons on the surface. The ultraviolet light will not allow the proper detection of hydrocarbons on the surface if the surface being inspected is exposed to day or artificial light. For proper UV light hydrocarbon detection, lights must be off for interior spaces, and the inspection must be conducted during darkness for surfaces exposed to sunlight. Take appropriate safety measures to prevent worker hazards in the darkened space. When hydrocarbons are present, the hydrocarbons will fluoresce as bright green, lime green, or blue/violet on the surface.
CAUTION
UV lights that contain mercury are prohibited from use in mercury exclusion areas.
| 2.4.4 | To remove detected contaminants or hydrocarbons, perform a solvent wipe using clean lint free rags wetted with IPA or PF-145HP on affected areas to achieve a SP-1 surface condition. |
| 2.4.5 | If contaminants or hydrocarbons are detected on the surface after attempting to solvent spot repair, de-grease the surface again. |
| 3. | SURFACE PREPARATION: |
| 3.1 | Monitor environmental conditions during surface preparation operations to ensure they meet the requirements in paragraphs herein. All blasted surfaces shall meet the surface condition of "near white metal". "Near white metal" is defined as a surface from which all oil, grease, dirt, mill scale, rust, paint, hull fairing compound, and other foreign material have been removed except for very slight streaks or discolorations. The blasted steel surface shall have an appearance similar to or better than SNAME Bulletin #4-9, Figure 12, or Society for Protective Coatings: SSPC, surface preparation standard SSPC SP-10. |
| 3.2 | The average surface profile shall be 2.5 to 3.5 mils, with no profiles less than 2 mils or greater than 4 mils as measured using a Testex Inc. Replica Tape/Dial Indicator Profile measuring system (ASTM D4417, method C). |
| 3.3 | Blasted surfaces shall be blown down and/or vacuumed to remove all blasting residue prior to painting. Only dry, oil free compressed air shall be used for blasting and blowing down. Spent abrasive and paint particles shall be disposed of according to the latest waste disposal regulations of the federal, state and local governments. |
| 3.4 | CHECKPOINT (Surface Preparation): |
| 3.4.1 | Check the surface for compliance with the applicable surface preparation standard (SP-10). The record shall show the extent of the inspection and detailed results. Visual aids provided in Ref. 2.d or 2.e may be used to ensure quality standards are met. |
| 3.4.2 | Check and record the surface profile of abrasive blasted surfaces using TESTEX PRESS-0-FILM replica tape (X-course). |
| 3.4.3 | Perform surface cleanliness tests (tape test) in accordance with ISO 8502-3. |
| 4. | PAINTING REQUIREMENTS: |
| 4.1 | CHECKPOINT (Shelf life): Verify shelf life of material has not expired. Recording not required. |
| 4.2 | Verify that application of the first spray coat is complete within 24 hours of surface preparation. If more than 24 hours has passed, request QA to re-inspect unpainted areas to verify that the surface preparation is still satisfactory. |
| 4.3 | Apply the Sherwin Williams Nova plate UHS Primer to the prepared surfaces at 14-18 mils DFT to the shaft. |
| 4.4 | The SYSTEM DFTs shown above are target thicknesses. The overall average of the dry film thickness measurements shall not be less than the low end of the range for the System DFT shown above and may be up to 1.25 times the maximum thickness shown for the range. |
| 4.5 | Do not take dry film thickness measurements on runs, drips, sags or puddles, or (when a stripe coat is applied) directly on striped welds, striped edges, etc. Note that depending on configuration, a 'spray-stripe' application may extend onto flat surfaces further than a typical brush applied stripe coat. In this case the stripe coat thickness may be captured while measuring total system DFT. |
| 4.6 | During application, take random wet film thickness (WFT) measurements to ensure the specified dry film thickness (DFT) is achieved. |
| 4.7 | Comply with the paint manufacturer's directions for cure time between coats based on the environmental conditions in the tank or space. |
| 4.8 | Ensure paint is dry prior to all paint related checkpoints. Dry is defined as hard to moderate fingernail pressure and to the degree that walking on the coating will not cause damage. |
| 4.9 | The minimum and maximum allowable paint thicknesses are 14 and 18 mils, respectively. If paint thickness fails to meet the minimum thickness requirements, apply an additional coat or coats of paint to the deficient areas and re-inspect. |
| 4.10 | The job site temperature shall comply within the minimum and maximum range allowed by the paint manufacturer. The use of plural component spray equipment is required for application of the single coat primer and stripe (if applicable) coat of paint. Brushing is allowed for areas that cannot be sprayed. |
| 4.11 | Prior to loading each component (resin and hardener) into the plural component sprayer, mix each component thoroughly for a minimum of 5 minutes using a power mixer, in their individual containers to disperse pigments and assure homogeneity. |
| 4.11.1 | For manually mixing paints, proportion paints with graduated cups in accordance with the manufacturer's product data sheets. Sign-off on Table 4 for initial application or Table 8 for touch-up work. Do not re-use the graduated cups because residue left in the cups may cause an improper mix ratio. Combine and thoroughly mix the components together using a metal spatula for a minimum of 3 minutes for small volumes of paint, measured with the 4 oz. graduated cups, and a minimum of 5 minutes for large volumes of paint, measured with the 17 oz. graduated cups, before use. |
| 4.11.2 | For plural component spray equipment (for example, the Graco Xtreme equipment), pour the thoroughly mixed individual components into their respective hoppers. Perform a pump ratio check both prior to application and after completion of the spraying operation. Do not proceed with the application if the pre-job mix ratio is not in accordance with the coating manufacturer's specified mix ratio. |
WARNING
NEVER add thinner to any high solids paint.
