The NSSMS/TASNSSMS/TAS program wi ll use the Red istribution Order/Ready for Issue (RDO/RFI) transportati on system.
(a) RE DISTRIBUTION ORDER/READY FOR ISSUE PROJECT- NAVY TRANSPORTATION- CAV (J AN 2006)
The Navy has developed a process to ob tain Advanced Traceab ili ty and Contro l (AT A C) o f NA VSUP WSS owned Depot Level Repairables (DLRs). T hi s process prov ides a single transportati on carri er contracted by the Navy who is responsible for the delivery and pickup of all DLRs to and from repair fac iliti es.
Assets to be de livered to yo ur fac ility covered by thi s agreement will include any DLR in any condition.
Assets to be picked up from your fac ility will include DLRs in any o f the fo llowing conditions:
• units that have been repa ired and are Ready for Issue ("A" condition)
• units that have been determined Beyond Repair ("H" conditi on)
• units that are e ither Beyond Econo mica l Repa ir or are not authori zed for repair
Not Ready fo r Issue ("F" conditi on)
• units that have been misidentified or misd irected to the facility ("J" conditi on)
Assets that are CLASSIFIED or SECURITY CODED are exc luded from the ATAC process and will continue to be shipped under the c urrent method with the issuer scheduling the transportati o n.
(X) This agreement does not have any ite ms which will be excl uded fro m the ATAC process.
() The following ite ms li sted on the Repair Candidates Listing are EXCLUDED from the ATAC process:
FOR ROUTINE SHIPMENTS - defi ned as normal shipments that are picked up dail y by the ATAC carri er. The transmi ssio ns of shipme nts via the CA V program wi II tri gger pickup orders to the ATAC carri er daily. The AT AC carri er will arri ve at your fac ility Monday through Friday to pick up material for which a pickup order has been rece ived.

In add ition to contacting the QAR and transmitting the shipment via CA V, the repair fac ility shall contact the ATAC shipping office between the hours of 7:00a. m. and 4:30p.m. Pacific S tandard Time (PST) a t the phone number li sted below to advise that the materi al is ready for pickup and must be shipped under urge nt means. Telephone numbers and Points of Contact will be prov ided upon contract award.
The repa ir fac ility must have the following in fo rmat ion ava il able to prov ide the ATAC office:
a. Shipment Document Number
b. Pieces (number of boxes)
c. We ight
d. Cube
e. Pickup Location/ Address
f. Destinati on Locati on/ Address
Shipments identified as urgent o n the weekend or after the ATAC shipping office has closed may be shipped under the current method with the issuer scheduling the transportati on. When thi s occurs, the repair fac ili ty shall noti fy the ATAC shipping office no later than the next workday of the documents that were shipped.
(b) FMS PACKAGING , MARKING AND TRANSPORTATION
FMS shipme nts wi ll be marked as prescribed by MIL-STD-1 29 and MILSTAMP, DOD 4500.32-R. In addit ion to the require ments for markin g of all shipme nts under thi s con tract, a completed DD Form 1348-1 A must acco mpany each shipme nt both ins ide and outside the package.
Shipping of FMS requi s iti ons will be in accordance with the Military Assistance Program Address Directory, which is the directory of c lear text addresses and shipping instructi ons used in the moveme nt of materi al and di stributio n of docume nts for FMS shipme nts. The web s ite for the MAP AD is https ://www.daas.d la. mil /daas ing/.
Each MAP AD shipme nt requires a Military Assistance Program Address Code (MAPAC). Once created , the Ship-To MAPAC a nd Mark-For MAPACs are e ntered into the MAP AD web site as codes to rece ive the fu ll tex t shipping addresses.
The MAPAC appears as a six-pos ition code in the Militar_y Ass istance Program Directory (M AP AD) and is constructed from selected codes located in vari ous data fields of the 80 record position (rp) MILS TRIP requisition. Specificall y, MILSTRP requi s ition record positions 3 1, 32_, 33, 45 , 46, and 47 prov ide the information necessary to construct a MAPAC.
The first positio n of the MAPAC is rp 45 which is the I 51 pos ition of the Supple mentary Address (SUP AD). The second and third positions of the MAP AC are rps 3 1 and 32 which are the 2"d and 3rd pos itions of requi s ition document numbers Unit Identi fication Code (UIC) field. For a "Ship-To" MAPAC with shipme nt go ing to a freight forwarder, the fo urth and fifth pos itio ns will a lways contain zeros and the s ixth pos ition rp 4 7 which is the 3rd pos ition of the SUP AD indicates the fre ight forwarder code.
For a "MARK-FOR" MAPAC, the e ntry in MILSTRIP record position 33 (3rd positio n of req ui s itio n document numbers UIC field) indicates the in-country destinati on Mark-For address included in the docume ntati o n and on the shipping labe l. Pos itions one, two and three remai n the same as fo r the Ship-To M APAC, but position four wi ll include the M ark-For code (rp 33) and pos itions five and s ix wi ll a lways be zero.
N00104-14-R-L001 14
The Ship-To MAPAC and Mark-For MAPACs are e ntered into the MAP AD as codes to receive the full tex t addresses.
Canada has no Fre ight Forwarders thus shipme nts to Canada are made directly to the in-country destination. Consequently Canadian requisition number and suppleme ntary addresses are d iffere nt to acco mmodate the unique construction of their MAPACs. To construct a Canadian MAPAC, use the Service Code from rp 45 ( I st position of the SUP AD); next rps 3 1 & 32 (two-dig it country code); next rp 33 (zero f ill ed); and las tl y, rps 46 & 47 from the supplementary add ress
After the MAPAC code is entered, a li st of addresses will be displayed with the Type Address Codes (TAC) nex t to each address . In almost a ll instances the Contractor wi II use o ne or two of the fo ll owing three T AC addresses.
TAC 2: Use thi s address for unclass ified surface/a ir freight.
TAC M: Use this address as the Mark-for address ( fin al destinat io n of items) .
TAC 3: Use thi s address to send Notice of Availability (NOA) when using Offer Re lease Code (ORC) Y or Z. Exceptio n: NOA for class ified items must be directed to the FMS custo mer's "Country Representati ve" identified on the country cover page of the MAP AD). If NOA not answered repeat notice every two weeks. If problems or no respo nse to NOA req uest assistance fro m NA VSUPWSS Code P764 phone 2 15-697- 1340.
