FOTOOLKIT-11 DATED 11 JANUARY 2012

SOLICITATION REQUIREMENTS

This solicitation is a request for a requirements contract for a 5-year term. The estimated quantity of 250 each can be exceeded if the requirement is placed during the contract term.

The quantity of item 0001AA (250 each) of the solicitation is the estimated requirement for all 5 years. The first order will be placed within the first year of the award of the basic contract. The estimated quantity is only an estimate which the Government plans to purchase during the next 5 years. However, the Government is under no obligation to purchase any quantity.

When pricing is requested, offerors may propose prices on a total quantity of 250 each or on a 50 each per year basis.

Delivery for all delivery orders issued under the contract is 30 days after the date of the order (ADO). Incremental and early shipments of any delivery order are encouraged and will be accepted. An earlier delivery may be negotiated on a mutual basis.

Evaluation for award of the proposed contract will be based on the lowest aggregate price submitted for the total estimated quantity and the proposed cost for Provisioning Technical Documentation (PTD).

TECHNICAL PROPOSAL

Technical proposals and a signed copy of the solicitation are required by the solicitation closing date. Failure to submit these documents to the Procuring Contracting Officer (PCO) by the closing date may result in non-consideration. THE TECHNICAL

PROPOSAL SHALL BE IN ACCORDANCE WITH THE SOLICITATION PURCHASE

DESCRIPTION (PD) AND AT A MINIMUM PROVIDE A NARRATIVE DESCRIBING

LINE-BY-LINE HOW THE PROPOSED EQUIPMENT MEETS THE REQUIREMENTS

OF THE PD. Failure to submit such data may result in a nonconforming proposal and your offer may be rejected. Product catalogue pages, drawings, pictures, etc., may be sent along with the offer to further describe the product but will not in themselves constitute a valid proposal.

The technical proposals will be forwarded to the Naval Research Lab (NRL) for evaluation.

Upon NRL review, the PCO will notify offerors of the results regarding their proposed equipment’s technical acceptability.

Complete sets of technical manuals are not required at this time. Technical manuals will be requested by the PCO upon final review and acceptance of technical proposals.

BID SAMPLE TEST (BST)

Bid Sample Test units (2 each) may be required for test purposes. Contractors will be notified by the PCO whether BST units are required or have been waived by the Naval Research Lab.

BST units shall be due to NRL within 30 – 45 days upon technical proposal acceptability and notification from the PCO.

Corrections to an offeror’s BST units that may be required must be corrected upon notification by the PCO. See attached MIL-PRF-28800F Failure Criteria Processing. Failure to correct the deficiency in a timely manner (# days to be specified) will be considered non-conforming and may result in disqualification.

PRODUCTION LOT TEST (PLT)

Production Lot Test units (2 each) may be required. If required, the units will be provided via the first delivery order under the contract and due to the Naval Research Lab within 45 days after the date of the order. The Contracting Officer will notify the contractor of the test results. Upon PLT approval from NRL and contractor notification, the Contracting Officer will authorize shipments under the contract. The PLT units will be returned to the contractor from the NRL.

MISCELLANEOUS

Packaging requirements will be in accordance with “ASTM-D-3951-95 Standard Practice for Commercial (items)” which supersedes any other packaging requirements that may be listed in the solicitation. All references to Government packaging/packing requirements shall be disregarded.

Mil-Std-129N “Marking for Shipment and Storage” shall be used. Marking may be changed as requirements dictate and at the discretion of the Contracting Officer.

Orders will be transmitted through the Navy Electronic Commerce Online (NECO) service.

Contractors shall register in NECO at http://www.neco.navy.mil which enables contractors to receive solicitations and orders through NECO. The contractor is responsible for providing the capability to transmit and receive via NECO.

Orders issued under this contract shall be shipped directly to the consignee(s) noted in each order. If complete addresses are not on the order, the contractor shall contact the Contracting Officer or the DCMA ACO.

For all orders, contractors shall submit payment requests and receiving reports using Wide Area Workflow (WAWF) in accordance with DFARs 252.232.7003.

In accordance with DFARS 252.211-7003, the prime contractor has the responsibility to submit Unique Item Identifiers (UIIs) or other DoD recognized unique identification equivalents and to provide the IUID data for items that are delivered to the Department under a DoD contract. IUID data for the line items must be included when the electronic Material Inspection and Receiving Report (MIRR) is created in Wide Area Workflow (WAWF). WAWF captures the IUID data and forwards it to the IUID Registry upon Government acceptance of the MIRR. When WAWF is not available and for embedded items not submitted via WAWF, if an IUID Registry direct submission method is used, data entry or upload must occur after Government acceptance of the MIRR. Utilization of the WAWF Material Inspection and http://www.neco.navy.mil/

Receiving Report (MIRR) and the WAWF Invoice/MIRR Combo to capture IUID data is annotated in the enhanced vendor guides available at https://wawf.eb.mil/.

You can submit data via Wide Area Workflow (WAWF), by submitting an XML file or flat file through the Global Exchange (GEX) Service, or manually via the IUID Web Entry Site at http://www.bpn.gov/iuid.

CDRL A006, Manufacturer’s Shipping Report, is part of and described in the solicitation.

One or all of the following Post Award Conferences may be held at NAVICP Mechanicsburg at the discretion of the Contracting Officer: Guidance Conference, Post Award Conference, and/or Provisioning Conference.

In accordance with the solicitation, a full packing list shall be provided with the BST and PLT shipments. Shipments may be rejected as noncompliant should the full packing list not be included.

SHIPMENT OF THE EQUIPMENT

Each external package must include shipping instructions, identification of the NSN, equipment model and serial number. Shipments may be rejected as noncompliant should the full packing list not be included.

Calibration Labels are required in at least 12-month intervals. Warranty Labels are required.

2D Barcode requirements must be complied with as described in the PD or your proposal may be deemed nonresponsive.

UID requirements shall be in accordance with DFARs 252.211-7003.
