Please confirm, consistent with the solicitation announcement release provided via e- Commerce, that Exception A for Military and Aerospace size standard for NAICS Code 541130 is 38.5M is the appropriate size standard.
The size standard for NAICS Code 541130 for this effort is $38.5M. Clause 52.204-8 will be updated via an RFP Amendment.

Page 97 of the solicitation references two MSR attachments regarding staffing plans. Can the Government confirm if the two MSR attachments referenced on Page 97 of the solicitation are included in the solicitation and where they are located?
Exhibit A CDRLS Attachments MSR – Att 1 and MSR – Att 2 are not required. Exhibit A will be revised to remove any mention of MSR – Att 1 and MSR – Att 2 Staffing Plan Templates via an RFP Amendment.

Can you please confirm whether the amount proposed for Relocation should be submitted as a cost item, as indicated in each of the three individual task orders, or should it be as FFP, as indicated in the Consolidated document on page 57.
Relocation shall be submitted as a Cost item (See Page 3 of 63).

Secondly, can you confirm that this amount will be evaluated as part of the overall cost of our proposal, thereby impacting the Low Cost evaluation.
As stated in Clause L-TXT-04, Section 4.3.a., “The Government intends to evaluate price/cost at the Task Order Level” only. The Lowest Price Technically Acceptable evaluation will be done at the Task Order level.
Additionally, Clause L-TXT-04, Section 4.3.c states, “Offerors shall use the stated amounts exactly as provided by the Government above in their submission of Section B.

6 Labor Categories
Section B
PWS
Page 25 Section B states “contractor shall provide Full Time Employees to provide Communications Security (COMSEC) Custodian / Inventory Manager Support Services”. However, the PWS references Program Management. Please clarify if the Program Management is a separate direct labor category from the COMSEC Custodian/Inventory Manager Labor Category.
The Offeror will determine if the Program Management functions described in the PWS are additional hours over and above the custodian hours and whether the Program Management related hours will be a direct charge labor category.

7 Delivery Order
Section H-TXT-09 13 Section H-TXT-09 states that “A firm-fixed price delivery order will be issued when acquiring supplies or services on the basis of reasonably definite or detailed specifications and fair and reasonable prices can be established at the outset”. However, the sample pricing states that delivery orders will be issued on the basis of the lowest evaluated price of proposals meeting the acceptability standards for the price factor.” Please clarify which pricing evaluation factor will be used, reasonable or lowest price.
The H-TXT-09 clause is an information clause only used to identify the contract type the Government intends to use for task orders but is not used to explain or supplement how the Government intends to evaluate Offerors as described in Sections M of the IDIQ Basic Contract (specifically M-TXT-3) and Task Orders (specifically M-
TXT-1).
8 Award 52.216-27 30 Is it the intent of the government to award a single or multiple IDIQs?
The Government intent is to award a Multiple IDIQ contract but the Government reserves the right to award a Single Award IDIQ if only one Offeror is found technically acceptable during evaluations in accordance with Section M of the IDIQ
Basic Contract.
9 Proposal Instructions
Section 4, last paragraph
55 Please clarify if the cover/title page of the required volumes is included as part of the overall page count for each volume.

10 Proposal
Section 4.1.4 55 Please clarify “latest available financial statements”, i.e., internal monthly financial statements, annual audited financial statements. Would an income statement and balance sheet of the most recent month suffice?
The Government requests the Offeror’s most current annual audited financial statement.
11 Proposal
Section 4.2.3, paragraph 3
57 Please confirm that if submitting a CPARS no PPQ is required to be submitted for that same contract.
Yes, if a CPARS is available then a PPQ is not required.
12 Proposal
Section 4.2 57 Paragraph 2 on page 57 states that “If available, the Offeror shall attach the most recent CPARS evaluation”, however Attached 4 Past Performance states that the 3 most recent CPARS is to be included. Please clarify the number of CPARS to be submitted for each past performance.
Only the most recent CPARS is required for each Relevant Experience Form submitted.
Attachment 4 will be updated accordingly.
13 Minimum Requirements

Will the government consider providing documentation as to the minimum requirements?

At this time the Government does not intend to extend the proposal due date.

For the three task orders associated with this RFP all positions may be accompanied.

17 Task Order
RFPs Attachment 5- Cost
Summary The Government provided three separate cost summary spreadsheets for each of the task orders. We can only ascertain that they were for reference only as there is no mention of these in the IDIQ, or other task orders, sections L and M.
Does the Government expect bidders to submit these attachments as part of their bids?
Clause L-TXT-04, Section 4.3 Volume III of the IDIQ RFP describes how price/cost shall be proposed for the IDIQ proposal.
Should the Offeror choose to propose for either of the 3 Task Order RFPs (Saudi Arabia, Singapore, and Taiwan), yes, the provided Attachment 5 Spreadsheets for each respective Task Order shall be included in the offeror’s Task Order submission of Volume II, Cost/Price Proposal, for each of the Task Orders. A sentence in Clause L-1, Section 2.2 will be updated to state that Attachment 5 will need to be completed as part of Volume II submission.
18 Task Order RFPs
Attachment 5- Cost Summary
The Travel and ODC tab, tab 4, on all three spreadsheets provide estimates that are far lower than operating for Singapore and Saudi. Can the Government update these estimates based on what was provided in the task order RFPs for Singapore and Saudi for those CLINs?
The Government Estimate stated in each of the task order RFPs under Clause L-1, Section 2.2.2 is correct. The Attachment 5- Cost Summary Excel Spreadsheets for each of the 3 Task Order RFPs will be updated via an RFP amendment to match the dollar value provided in the respective Task Order’s RFP clause L-1.
