RFP N00039-18-R-0058
Q&A
26 July 2018
1. Currently we have been unable to get a quote for P/N 811-4418-009, Rockwell Collins software for the SNR Controller. Rockwell is working on a unit price but also says they need over $400K for NRE to finalize the software for this application. Is the Navy aware that this P/N is not yet ready for the BFTN “build to print”? Should offerors assume that the NRE will be paid for under an Engineering Services task order? Would the Navy like to see this NRE proposed as part of the minimum order of three units (two V(1) and one V(2))?
Government will handle the NRE for software outside of this BFTN RFP. Vendors are only responsible for pricing out SNR controller.
2. It appears only hardware and software OEMs actually hold the required STANAGS to meet the Navy RFP requirements. If an offeror proposes the exact parts on the solicitation’s BOM and the offeror’s vendor holds those certifications or test reports, will the offeror’s proposal meet the solicitation requirements?
Answer: Yes
3. We can find no process by which a person or facility can earn a Test Report or Government Certification to MIL-STD 1686. What is the government looking for as an acceptable input for this requirement?
Answer: The MIL-STD-1686 standard for Electrostatic Discharge (ESD) control program for protection of electrical and electronic parts, assemblies and equipment is a process standard. The purpose of this standard is to establish comprehensive requirements for an ESD control program to minimize the effects of ESD on parts, assemblies, and equipment. The Government will accept a certificate from an independent source (ISO 9001) indicating that their product assembly processes conform to this ESD protection standard.
4. The BOM calls for Assembly USN18-32541-1 Kit shelf w/timing calls for quantity 4 ADLink 6110 Rear Transition Modules for assembly USN18-32503 Rev E. It also calls for Assembly USN18-32540-1 Kit, Int, Shelf w/o timing for quantity 2 ADLink 6110 Rear Transition Modules for assembly USN18-32503 Rev E. Does the USN18-32503 Rev E get quantity 2 or quantity 4 of the ADLink 6110 Rear Transition Modules?
Answer: The USN18-32503 Rev E assembly requires a quantity of 2 ADLink 6110 Rear Transition Module.
See updated BOM.
5. Although the custom RTM is being provided by Sealevel will vendors have to source it from
ADLINK?
Answer: No, the Sealevel 9365 Rear Transition Module (RTM) is to be sourced from Sealevel.
6. On the blades that have Windows images installed, it is ADLink's intention to install the complete image of OS and Application to be provided by SPAWAR. Included is the license for the Windows OS, in the form of a sticker. Is the Government providing DVD Windows media?
Answer: No
7. On page 17 of the 07'18 BFTN Sub kit drawing_BOM_Rev 11.pdf, the following item is listed:
USN18-32546 REV C CONTROLLER, SNR, cPci TBD
Please provide the Rockwell part number in place of TBD
Answer: Rockwell-Collins 811-4418-009. See updated Sub Kit BOM.
8. On page 19 of the 07'18 BFTN Sub kit drawing_BOM_Rev 11.pdf, the following item is listed:
USN18-32545 REV C CONTROLLER, SNR, BLADE TBD 1 Replaces Rockwell Collins SDCP-2050
Please provide the Rockwell part number in place of TBD
Answer: Rockwell-Collins 811-4418-009. See updated Sub Kit BOM.
9. Does the Government intend the sub kit to have a different cPCI HFIP Controller part number for each of the 2 cPCI chassis, and does the government intend the sub kit to have different SNR controller configuration from the shipboard BOM?
The Shipboard Controllers; USN18-32503 Rev E, call out 2 each USN18-32722, HFIP and SNR cPCIs ADLINK Part #: CPCI-6520/3612Q/M8-8/SPWRHFIP, for each controller: USN18-32503 Rev E.
The SUB Kit calls out the same USN18-32503 Rev E, but only has 1 each of the USN18-32722, HFIP cPCIs ADLINK Part #: CPCI-6520/3612Q/M8-8/SPWRHFIP, for one controller and ADLINK Part #:
UPC-77201B-0000 for the other controller.
Answer: See updated Sub Kit BOM.
10. Regarding the standards in 'Factor 1 - Technical Approach' of the RFP (reference L-317.8), can bidders submit compliant test reports and government certifications for the earlier variants of the listed standards? As examples, STANAG 5066 Edition 1 in place of STANAG 5066 Edition 3 (there is no JITC test for Edition 3), and MIL-DTL-901D in place of MIL-DTL-901E (as 'E' is only released in the past year).
Answer: Yes.
11. Regarding the "07'18 BFTN Sub Kit Drawing_BOM_Rev_11", the part number for the "CONTROLLER, SNR, cPci" is marked as TBD with quantity (1). This appears to conflict with the BFTN Specification which specifies 2 SNR channels per rack. Additionally, the "REAR TRANSITION MODULE" is identified with PART # "ADLINK 6110" with quantity 4 in sub-assembly USN18-32503 REV E. The shipboard BOM identifies Sealevel as the vendor for the RTM serial card.
Answer:
a. There is no conflict in regards to the quantities. There are a total quantity of 2 Controller SNR channels called out per rack in the BOM. Specifically, the shelves labeled as USN18-3240-1 and USN18- 3241-1 each call out a quantity of 1 for the Controller, SNR, cPCI which corresponds to the quantity of 2 called out in the Specification.
b. The Rear Transition Module part number has been revised- see updated Sub Kit BOM.
12. For the surface ship and submarine variants, can you please confirm the quantities and sub-assembly for both the SNR and HFIP cPCI cards, along with the quantities and subassembly for the ADLINK 6110 and Sealevel RTM cards.
Answer: See answer to Q11.
