DISTRIBUTION STATEMENT A: Approved for public release, distribution is unlimited (5 JUNE 2019)

The Naval Information Warfare Systems Command (NAVWARSYSCOM), on behalf of the Program

Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I), PMW 150, intends to award a modification to sole source Indefinite Delivery Requirements (IDR) contract

N0003916D0075 with Raytheon Secure Information Systems LLC (hereafter called Raytheon) located at

2000 E El Segundo Blvd, El Segundo, California 90245‐4501. The modification award is to produce and store an additional 850 Link 22 Modernized Link Level COMSEC (LLC 7M) devices under the authority of

10 U.S.C. 2304(c)(1) and in accordance with FAR 6.302‐1, Only One Responsible Source.

The Government awarded the LLC 7M Development contract to Raytheon on 15 September 2016. This five‐year base and five‐year option period contract provides for the production of up to 850 LLC 7M units. As of June 2019, the Government ordered 485 units, but anticipates ordering an additional 250 units by October 2019. After the next order is placed, there will only be 115 units remaining of the 850 ceiling. Since 2018, the Link 22 Partner nations have started fielding and testing the Link 22 system and as a result, the demand for LLC 7M units via implemented FMS cases from NILE Nations and Partner

Nations has steadily increased and surpassed estimates used as the basis for the 850 ceiling.

Accordingly, the Government has a requirement to purchase up to an additional 850 LLC 7M units.

The LLC 7M provides secure, digital communications security capability for the Link 22 Tactical Data Link

System for the US Navy and foreign military platforms. Raytheon is the current, exclusive developer of the LLC 7M, including the KIV‐7M hardware modified with KIV‐7ML22 nomenclature, additional self‐ contained hardware and all Link 22 related software required to allow full capability to operate within the LLC. Raytheon is the sole source manufacturer of the KIV‐7M, a Commercial Off the Shelf (COTS)

Type 1 NSA‐certified device proprietary to Raytheon and the major hardware and software component of the LLC 7M.

Raytheon controls the KIV‐7ML22 and LLC internal software, hardware configuration items, and approach to producing the fielded products. The KIV‐7M is the only cryptographic device that will work within the design of the LLC 7M, and Raytheon retains restricted rights to the core KIV‐7M software used for the LLC.

Given the complex, unique, and highly specialized nature of the LLC technology, Raytheon is the only vendor capable of producing these closely‐coupled and proprietary LLC/KIV‐7M devices to satisfy this requirement without unacceptable delays, which would include substantial duplication of costs, and without impacting operational readiness of the US Navy, Air Force and allied Link 22 users.

The authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302‐1, Only One

Responsible Source, and no other supplies or services will satisfy agency requirements.

This notice of intent is not a request for competitive proposals or a solicitation of offers. Responses to this notice of intent to award to Raytheon shall be submitted no later than (15) calendar days from the date of this synopsis via email to Kate McCoy at kate.mccoy@navy.mil and Mary Kopa at mary.kopa@navy.mil. Responses received after that date may not be considered. All responsible sources may submit a capability statement.
