2. Can I submit confidential information on the specifics of my approach, with your assurance that it won’t be made public?
ANSWER: Any proprietary information should be marked as such. See FAR 3.104 for additional information.
3. How long does it take to ship something by barge from Port Hueneme to SNI by barge, what is the average, maximum and minimum time and how reliable are those times?
ANSWER: The current round trip mission is approximately three days.
4. What would be the value added if a sea-based cargo service could reliably provide weekly, twice-weekly or even daily service with no reduction in total capacity, for about the same price as the current contract?
ANSWER: The schedule for voyages is on an as-needed basis.
5. What value would be added if the transit time from Port Hueneme to SNI was consistently under 5 hours?
ANSWER: None
6. What savings could be realized by reducing the need for air taxi/air ferry service, if such a sea based service was available?
ANSWER: There is no need for air taxi/air ferry service.
7. Is there a minimum or maximum beam (vessel width) required?
ANSWER: Other than the requirement at C-2(e), no.
8. Is there a minimum or maximum draft (vessel depth) required?
ANSWER: No, other than being able to moor as required at the open ocean cargo Pier.
9. Will the service under this contract include shipment of bulk fuels in a barge tank, if so, will a double hull tank be required?
ANSWER: The service will not include the carriage of bulk fuel via tanker barge.
10. Is the barge currently located about 1,000 feet offshore of the “Beach Tank” that is 1 mile East of the SNI airport compound making a fuel delivery under a DESC contract, and not the current cargo service contract?
ANSWER: Unknown; it is not part of the current cargo service contract.
11. Is the Diesel (LS2) Gasoline (MRR), LP Gas, and Jet Fuel (JP5 & JP8) that is shipped to SNI and SCI furnished through DESC contracts?
ANSWER: Unknown; it is not part of this procurement.

ANSWER: Unknown; see answer #9
13. Is only ground fuel (MRR) transported by barge under the cargo services contract?
ANSWER: Typically the fuel transported by the cargo vessel is unleaded Gasoline. At various times special programs required diesel fuel but it is based solely on customer need and requirement.
14. Will all fuel to be transported to SNI be driven on board the barge in 8,000 or 5,000 gallon tanker trucks?
ANSWER: Size of tankers may vary depending on the need of customer and request submitted. All equipment/vehicles aboard cargo vessel must be rolling stock.
15. Will the Contractor use DESC fuel loaded at Port Hueneme for propulsion, if not what arrangements have been made?
ANSWER: The Contractor will include fuel as part of the per voyage lump sum rate.
16. If it is up to the Contractor to purchase fuel elsewhere, will this cost be reimbursed?
ANSWER: The price of fuel is to be included in the per voyage lump sum rate.
