QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
7. Section G-6.2 of the RFP: What determines "periods of operation less than a full 24-hour day"? Is that referencing downtime only or does it refer to periods of non-operation due to sponsor inactivity?
ANSWER: This clause is designed to reserve the Government’s right to prorate a day of service in an extreme scenario in which service is halted part way through a day (e.g. loss of vessel, termination for cause/default).
8. Is this a new requirement or is this a re-compete of an existing contract? If a re-compete, what is the current contract number and who is the incumbent?
ANSWER: This is a re-compete of an existing contract. Currently, this requirement is being performed by Offshore Service Vessels dba Edison Chouest Offshore under contract N00033-09-C-2002.
9. C-2.1.5, Deck Strength: This section gives a list of CFE/GFE. Is it intended that the deck strength of the open space must be able to handle the load of all of this equipment simultaneously? If not, what are the different load scenarios and what equipment items are included in each scenario?
ANSWER: Load scenarios are provided in Attachment 7 of the RFP.
10. C-2.1.4, Open Deck Space / C-2.1.5, Deck Strength: Section C-2.1.4 calls for 2000 sq. ft.
open deck space. Section C-2.1.5 lists all of the equipment that must be carried on the contiguous open deck space. It appears that the sum of all the space required for all of the equipment of Section C-2.1.5 far exceeds 2000 sq. ft. Are there different load scenarios made up of subsets of the list of equipment that add up to 2000 sq. ft.? If so, what are they? Is equipment allowed to be stacked in order to fit into the space? If so, which pieces of equipment?
ANSWER: Load scenarios are provided in Attachment 7 of the RFP.
11. Paragraph L-3.4, on page 81 states, “Proposal pages must be printed double-sided.”
If I do not print double sided, will my proposal be rejected for that reason?
ANSWER: The requirement is to print double sided. In accordance with Section M, solicitation compliance, proposals will be evaluated for their compliance with the requirement.
12. Annual Reps and Certs: Can offerors who have already completed Reps & Certs online simply complete page 66, paragraph K-3, Authorized Negotiators, and pages 67-68, Provision 52.204-8, Annual Reps & Certs, and just return these 3 pages? Or do they still need to include pages 66-79 in Volume II?
ANSWER: Per Section L-4.2.2(3), “The offeror must submit a complete Representations and Certifications of all applicable provisions included in the solicitation. Items which are not applicable must be marked “N/A.” If an offeror has completed its representations and certifications online, it must so state in its proposal.”
13. L-5, Cost or Pricing Data, page 89:
Does this paragraph only apply to the incumbent?
ANSWER: No, this paragraph applies to all interested parties.
14. Will the Navy consider switching to a “best value-tradeoff” evaluation process?
ANSWER: No.
15. Will the Navy explicitly state that offerors may propose later delivery, and include an explanation of how that later delivery might be evaluated?
ANSWER: Due to schedule restraints, late delivery will not be considered.
16. Page 3 of the RFP. CLIN 0002, Reimbursables.
Is an offeror supposed to put an estimated dollar amount on this line? Should it include fuel? Or will the Government put a figure in there, maybe the same for all offerors?
Will offerors be penalized for making a realistic estimate, when other offerors may submit unrealistically low estimates for reimbursables?
ANSWER: No. These CLINs are placeholder CLINs for reimbursable expenses that will be incurred during contract performance. In accordance with Section L-4.2.2(11), offerors shall provide completed Attachment 9, “Basic Pricing Data,” and Attachment 10, “Crew Complement Form”. There is no requirement to fill in values on the CLINs.
Further, reimbursables are not included in the total evaluated price.
17. Page 6, Block 4.
The Charter Period is stated as “365-days firm period with two 1-year Options.”
It is harder to spread one-time costs over 3 years than over 5 years.
Can two more Options be added so that the contract can possibly run for 5 years, if all Options are exercised, like the current contract, N00033-09-C-2002?
ANSWER: MSC anticipates a change to the requirement in the next 1 – 3 years.
Therefore, MSC does not intend to exercise more than 2 options for this requirement.
18. If the Navy takes more than 2 weeks to evaluate offers, will the delivery date be moved back accordingly?
ANSWER: No.
