About this file
This Statement of Work (SOW) outlines requirements for facility engineering support services for the Strategic Weapons Facilities (SWF) in support of the Sea Launched Cruise Missile-Nuclear (SLCM-N) program. The work encompasses three main areas: facility management/technical support, on-site engineering at SWFs, and engineering subject matter expertise for nuclear weapons infrastructure.
Key requirements include providing industrial engineering support, advanced planning, facility engineering analysis, trade studies, project data sheet preparation, and architecture/engineering drawing maintenance for SWFLANT and SWFPAC facilities. The contractor must support Military Construction projects, develop facility design criteria, provide nuclear enterprise recapitalization support, and offer expertise in Navy Nuclear Weapons safety, security, processing, handling, and transportation. The work requires 4 full-time equivalent personnel located at Washington Navy Yard, Strategic Weapons Facility Pacific, Strategic Weapons Facility Atlantic, and/or Titusville, FL. The period of performance includes a base year (October 2025-October 2026) plus four one-year options, with an estimated annual value of at least $2M. Responses to this Sources Sought Notice are due by February 20, 2025, and require SECRET facility clearance.

FACILITY ENGINEERING SUPPORT
The Contractor shall provide the following SWF Facility Engineering Support:
1. Facility Management and Technical Support The Contractor shall provide program management support and technical expertise to the customer and the facilities to include SWFLANT, SWFPAC, and Eastern Range (ER), in the following areas: industrial engineering support, advanced planning activities, and system facility engineering support to analyze and resolve problems reported from the facilities. The Contractor shall perform trade studies and investigations to determine the most cost effective and prudent methods of conducting business as a result of changes that will be needed to support SLCM-N weapon system in the existing SWF footprint. The Contractor shall conduct investigations to evaluate and support problems about SLCM-N fleet/field operations that relate to processing facilities, operations, security, to existing facilities or potentially new facilities, installations, and support equipment. The Contractor shall review, prepare, and maintain project data sheets (DD1391s), Facility Drawing Coordination, special reports and associated records/reports for new and revised capabilities to support the SLCM-N Program. The Contractor shall also maintain SWF Architecture & Engineering (A&E) drawings and specifications for facilities planned for refurbishment to accommodate SLCM-N at SWFLANT or SWFPAC. The Contractor shall provide Enterprise Infrastructure and Capability Requirements development (SSPEIR), Facility Integration support, Road Mapping support, and Master Planning Support. Support includes analysis of current planning documents and requirements criteria and provide guidance for facility impacts.
2. On-Site Engineers at SWFs The Contractor shall provide support to SPK and SPB for Military Construction (MILCON) and CNIC funded projects; support development and review Facility Design Criteria (FDC) and Facility Evaluation Test (FET) documentation; provide on-site coordination with the SWFs; review A&E documentation; monitor FET and on-site inspections; provide facility activation and reutilization planning; assist in the development and implementation of production, support, and storage facility work around plans during construction timeframes; define and coordinate space utilization, telecommunications, furnishings, office equipment, and on-base relocations for contractor operations; prepare facility cost estimates and develop construction schedules; monitor equipment modifications and installations, collect FET data, and coordinate schedules for MILCON, CNIC and sustainment projects. The Contractor shall provide SWF Nuclear Enterprise Recapitalization support.
3. Engineering Subject Matter Expert The Contractor shall provide support services for facility engineering studies at SWFLANT, SWFPAC, and ER relating to Contractor/Government owned facilities involved with production, storage, and processing for SLCM-N.
WARHEAD PLANNING SUPPORT
For the purposes of SLCM-N warhead to missile production concept of operations planning, the Contractor shall provide subject matter expertise with regard to the following areas:
Navy Nuclear Weapons safety, security receipt, processing, support equipment, handling and transportation, surveillance, radiation monitoring and safety, configuration control and documentation (i.e., Strategic Weapons Ordnance Publications (SWOPs)); problem reporting (Unsatisfactory Reports), nuclear weapons related material (NWRM), and limited life component exchange (LLCE).
The Contractor shall participate and plan SLCM-N Warhead Working Group meetings, facility planning and proofings, Slow Run Throughs (SRTs), and training exercises.
Warhead Support Equipment (SE) and Facility Engineering process planning The Contractor shall:
a. Support SE Mechanical Engineering, Electrical Engineering and Mechanical Evaluation planning at SWFs.
b. Provide technical support to SE Meetings.
c. Ensure all aspects of resolving a problem or proposed design changes with SWF SE are coordinated with Logistics, Warhead Design, Systems Engineering, Field Activities and offices, systems engineering and test, and SP04.
d. Document changes pertaining to warhead system design, Coordination Drawings, Shore-based Interface Requirements Document (SIRD) or other technical documents.
e. Provide coordination support and interface with SP044 Weapons Systems Integration, Systems Engineering, Facilities, SP27 Missile Branch, and SP28 Reentry Branch to establish program technical priorities.
f. Support the maintenance of all design products, such as authenticated drawings, CAD models, specifications, applicable to the SE used on SLCM-N systems reflecting the latest configuration and ensure interface compatibility between SE, warhead, DOE hardware, and the facilities.
