About this file
This is a Justification and Approval (J&A) document for a non-competitive contract award to BAE Systems Technology Solutions & Services for Systems Engineering and Integration (SE&I) support services.
The Department of the Navy's Portfolio Acquisition Executive Strategic Systems Programs (PAESSP) seeks to award a Cost-Plus-Fixed-Fee Term contract to BAE Systems for SE&I support services supporting future weapons modernization and Navy Nuclear Weapons sustainment across five major programs: the United States TRIDENT II (D5) Strategic Weapons System (SWS) Program; Columbia Common Missile Compartment (CMC); United States Nuclear Armed, Sea-Launched Cruise Missile (SLCM-N) SWS Program; D5 Life Extension 2 (LE2) Strategic Systems Programs Alteration (SPALT); and Nuclear-Powered Guided Missile Submarine (SSGN) Attack Weapon System (AWS). The contract deliverables encompass system-level technical planning, requirements management and integration, configuration management, safety engineering, infrastructure operations, product support, training systems life cycle support, logistics and supportability engineering, hull construction planning, shipyard installation and checkout, sea trial support, and cybersecurity engineering across multiple weapon systems and programs.
The anticipated contract period is one year base plus four one-year options, beginning October 1, 2026, and continuing through September 30, 2031, with a total estimated value of $875.5 million across five appropriations (RDT&E Navy at $206.8M, OPN at $45.5M, SCN at $111M, O&MN at $289.7M, and WPN at $222.5M). The contract may include an optional increase of up to 30 percent of total value for each level of effort contract line item. The J&A cites 10 U.S.C. 3204(a)(1) as statutory authority for single-source award, asserting that BAE Systems is the only responsible source capable of meeting requirements due to its 65+ years of SWS integration experience, unique technical expertise in TRIDENT weapon systems, specialized nuclear weapons systems knowledge, enterprise information governance capabilities, and existing relationships with PAESSP's legacy IT infrastructure. A Sources Sought Notice was published January 30, 2026, with responses due February 13, 2026; three vendors responded (Sunayu LLC, BAE, and Minus196 Systems LLC), but only BAE met the qualifications. The contracting officer determined the anticipated cost to be fair and reasonable. The document is dated July 28, 2026, and signed by CAPT A. O. Ekundayo, Chief Contracting Officer, and D. L. Williams, VADM, Director of PAESSP.
