About this file
This is a Pre-Solicitation Synopsis for a sole source contract issued by the Department of the Navy's Strategic Systems Programs (SSP). The procurement seeks technical and engineering support for the Nuclear-armed, Sea-Launched Cruise Missile (SLCM-N) Program, specifically intending to award to JRC Integrated Systems, Inc. of Washington, D.C. under the statutory authority of 10 U.S.C. 3204(a)(1). The contract will have a one-year base period with four one-year option periods, totaling potential 60-month performance, with an estimated award date of September 2025.
The solicitation is classified under NAICS code 541715 with a Product Service Code of R425 (Technical and Engineering Support - non-IT). While the notice is a sole source intent, SSP will consider responses received within 15 days of publication and retains discretion to determine whether to open the requirement to competition. The primary work location is Washington, D.C., and SSP will publicize an award notice after the procurement process. Importantly, this notice is explicitly not a request for competitive proposals, but rather a notification of SSP's intent to negotiate with a single source.

Description
The Strategic Systems Programs (SSP) intends to negotiate a sole source contract with JRC Integrated Systems, Inc. (CAGE 3QQY3), of Washington, D.C. for technical and engineering support of the Nuclear-armed, Sea-Launched Cruise Missile (SLCM-N) Program. This acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements; therefore, a solicitation is not available for this procurement. Primary work location is Washington, D.C. The anticipated period of performance is a one-year base with four one-year options for a total of 60 months (if SSP exercises all Options). SSP will publicize an award notice.
SSP estimates awarding this contract in September 2025, and the applicable NAICS code for this requirement is 541715 (Exception 3). The applicable Product Service Code is R425 - Technical and Engineering Support– non IT.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
The proposed contract action is for services for which SSP intends to solicit and negotiate with only one source under the authority of FAR 6.302, however, SSP will consider all responses received within fifteen (15) days of the date of publication of this synopsis. A determination by SSP not to open the requirement to competition based upon responses to this notice is solely within the discretion of SSP. SSP will normally consider information received as a result of the notice of intent solely for the purpose of determining whether to conduct a competitive procurement.
