1.0 Background

The Department of the Navy, Strategic Systems Programs (SSP) is operating a test facility on Cape Canaveral Air Force Station (CCSFS) in Florida. This facility is called Strategic Weapons System Ashore (SWSA) and is intended to fully test SSP’s Strategic Weapons System (SWS) components prior to their installation into TRIDENT II D5 submarines. Other SSP operational facilities that support SWS Ashore include Complex 46 (CX46).

2.0 Objective

The objective of this Indefinite Delivery Indefinite Quantity (IDIQ) contract is to obtain portable cranes, rigging services, and program management support functions for lifting heavy military equipment on an “as needed” basis for SWS Ashore. Specific performance requirements will be set forth in individual Task orders (TO) issued during the course of performance of this contract. The Contractor shall provide high quality support related to the requirements specified below.

3.0 Tasks / Requirements

The lift will require the lifting of the Missile Service Unit (MSU) off of the MSU trailer or MSU Support Pad and placing onto the top of the BLDG 51902. Follow lifts may require lifting the MSU and rotating 90 or 180 degrees and placing back down on top of the BLDG 51902 or the MSU storage pad. There will also be several ground level lifts with a weight less than 10K lbs required that may happen on the same day as the primary lift. The government reserves the option of whether or not to use the contractor on lifts that may be under 10K lbs. This CLIN is for D5LE2 system-level testing.

The primary lift requires an approximately 332” long by 272.5” square object weighing approximately 54,500 lbs.

to be raised via 4 point lifting sling, lifted from ground level to the top of a facility at a height of approximately 30 feet.

3.1.1 Subtask 1 D5LE2 (WPN): This subtask is for MSU lifting and handling operations in support of D5LE2 system-level developmental and operational testing

3.1.2 Subtask 2 OHIO and In-service COLUMBIA (OMN): This subtask is for MSU lifting and handling in support of standard SWS Ashore operations and maintenance.

3.1.3 Subtask 3 COLUMBIA (RDTE): This subtask for MSU lifting and handling of the MSU for COLUMBIA developmental testing, proofing, and troubleshooting.

3.1.4 Subtask 4 COLUMBIA (SCN): This subtask for MSU lifting and handling of the MSU for COLUMBIA ship construction support.

3.1.5 Subtask 5 UK (UK): This subtask is for MSU lifting and handling in support of UK-unique work at SWS Ashore such as test reconduct, training, and learning from experience opportunities.

The Government anticipates issuance of notification of new requirement at least 7 days in advance of the required TO completion date.

3.2 CLIN 0002 – Urgent/Emergency Preparedness Lifts of Missile Service Unit – (O&MN)

SSP requires crane lift support services, including engineering, crane, rigging, and staging support, to accomplish a complex vertical lift crane operation at CCSFS, Complex 25. Upon or prior to Hurricane Condition (HURCON) 3 (Severe winds probable in 72 hours) contract company could perform lift with 24 hours of declaration. After the hurricane threat clears replace the MSU to the top of BLDG 51902 if directed by the SWS Ashore Weapons Officer or SWS Ashore Assistant Weapons Officer.

The primary lift requires an approximately 332” long by 272.5” square object weighing approximately 54,500 lbs.

to be raised via 4 point lifting sling, lifted from the top of a facility at a height of approximately 30 ft. to a storage pad at ground level or transport trailer.
