3.1 CLIN 1 – Admiral Suite 5500 Fiber Requirements and Electrical Relocation

3.1.1 Description of Work

Overview Suite 5500. Currently work area outlet faceplates receive four unclassified RJ45 Cat 5E cables and one 2-strand classified OM1 cable. This work order in suite 5500 to accommodate additional desk/printer stations and requires that each work area outlet consist of two RJ45 Cat 5E cables and two 2-strand classified OM3 cables. Contractor will remove all existing OM1 horizontal fiber that goes from TC51 to the areas being renovated.

Note: There is OM1 fiber coming into TC51 that does not terminate in the renovation zone - this fiber must remain intact and terminated to the patch panel in the existing rack (Rack 2). Reuse and redistribute Cat 5E cable in suite 5500 to two cables per work area outlet to allow for existing cabling to accommodate the added work area outlets.

There will be a total of three work stations, one office and two printer stations.

Diagram 1: TC51

Horizontal Cabling and Infrastructure Reuse unclassified Category 5E (Cat 5E) cabling and terminated with 8-pin RJ45 type Category 5E rated modular jacks, fitted with matching color-coded insert. All Cat 5E terminations are wired with T568A pin/pair associations. Each work outlet faceplate will have two RJ45 terminated Cat5E cables. The first RJ45 port will connect to Patch Panel 1 in TC51. The second RJ45 port will connect to Patch Panel 2 in TC51. (Each work outlet in 5500 currently has 4 CAT 5E drops that have designation number and letter A – D. Letters A and B terminated in Copper Patch Panel 1 and letters C and D terminate in Copper Patch Panel 2. A possible cost-effective solution could be to repurpose the CAT5E cable from one work outlet to service two work outlets by pulling A and C to one desk and B and D to another.) Purpose designation for this cable shall be unclassified data and voice.

Provide classified 2-strand OM3 fiber optic cable with red jacket and duplex LC connector terminations.

Cable terminated connectors each connect to like-type duplex- LC modular adapters within patch panels and work area faceplates, fitted with matching color-coded insert (Commscope P/N: 2111408-7 or similar). These cables shall originate in a contractor provided 1U patch panel in Rack 2 in TC51 and terminate at work area outlets in 5500. All new horizontal classified cabling will terminate at patch panels located at 33U in Rack 2. Designation for this cable shall be classified data and voice.

Remove all existing OM1 horizontal fiber that goes from TC51 where OM3 fiber has been installed (including the CMC office). Note: The majority of the OM1 fiber coming into TC51 that services other areas and needs to remain intact.

Provide a horizontal pathway system using a centralized cable tray system originating from TC51, if required. Initial maximum cable tray fill ratio shall be 25% per UFC 3- 580-01 and TIA-569C.

Horizontal cabling will exit TC51 via 4-in. sleeve(s); The quantity shall be determined by the cabling density exiting TC51, no more than 40% conduit fill capacity and consideration for 25% horizontal cable tray future growth.

Work area outlet faceplates in 5500 are a single gang, four-position modular faceplates configured to receive and terminate two green jacketed unclassified RJ45 Cat 5E cables and two, 2-strand red jacketed classified OM3 cables. All elements of the classified cable plant shall reside within the Navy suite.

The CMC office, Room 5504, will have one work area faceplate aligned with the furniture at height of 18 inches from the floor and a second work area faceplate on the opposite wall. The work area faceplates that are in the room will be removed, wall patched and repainted and the cables pulled. The 110 VAC outlets will be relocated at the normal outlet height for offices. (This space was previously a Printer room so it has all data and power at above the desk level which is not desireable).

Modular furniture cabling will be run within furniture panels and an outlet box and faceplate shall be surface mounted above the work surface. Cabling exiting modular furniture shall be protected using whips during the transition to the vertical chase. Power and communication poles are not desired, however if necessary, should be minimized.

Work areas within the scope of this project will have at least two 110 VAC outlets.

The larger printer station will have two work area faceplates and four 110 VAC outlets. The small print station will have one work area faceplate and two 110 VAC outlets.

Administrative Labeling and Testing The contractor shall uniquely identify and physically label room penetration, added cable tray, cable, workstation drop, workstation drop port, patch panel, and patch panel port. All cabling will be uniquely labeled at each end with the same label (associated with that cable run) that uniquely identifies all relevant termination location information for each end of the cable. Contractor will ensure unique workstation drop and patch panel identifier does not overlap with identifiers used outside the refurbished suites that terminate in the TC51.

Each workstation drop will also have the unique identifiers of that drop and all ports as well as the remote IWC cable termination location identifiers. All administrative labeling will be per TIA 606-C.

Note that with the exception of the customer required color coding (noted herein) of cabling and components, the TIA 606-C standard is to be followed in labeling and documentation. Record Documentation and drawings shall show the identifiers and locations of all items labeled.

All cable plant installation and testing shall be performed by a certified contractor in accordance with the latest TIA/EIA-568 and 569 Standards.

3.2 CLIN 2 – SPCIO 4102 Fiber Requirements and Electrical Relocation

3.2.1 Description of Work

Overview Suite 4102. Currently work area outlet faceplates receive four unclassified RJ45 Cat 5E cables and one 2-strand classified OM1 cable. This work order increases the number of work area outlets in suite 4102 to accommodate additional desk and requires that each work area outlet consist of two RJ45 Cat 5E cables and two 2-strand classified OM3 cables.

Contractor will remove all existing OM1 horizontal fiber that goes from TC42 to suite 4102. Note: There is OM1 fiber coming into TC42 that does not terminate in the 4102 suite - this fiber must remain intact and terminated to the patch panel in the existing rack (Rack 3). Reuse and redistribute Cat 5E cable in suite 4102 to two cables per work area outlet to allow for existing cabling to accommodate the added work area outlets. There will be a total of 18 work stations and a center conference room table.

52.212-4 CONTRACT TERMS AND CONDITIONS--COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES (NOV 2023)

(a) Inspection/Acceptance. The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights-

(1) Within a reasonable time after the defect was discovered or should have been discovered; and

(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

(b) Assignment. The Contractor or its assignee may assign its rights to receive payment due as a result of performance of this contract to a bank, trust company, or other financing institution, including any Federal lending agency in accordance with the Assignment of Claims Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.

(c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties.

(d) Disputes. This contract is subject to 41 U.S.C. chapter 71, Contract Disputes. Failure of the parties to this contract to reach agreement on any request for equitable adjustment, claim, appeal or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause at Federal Acquisition Regulation (FAR) 52.233-1, Disputes, which is incorporated herein by reference. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.

(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.

(f) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.

(g) Invoice.

(1) The Contractor shall submit an original invoice and three copies (or electronic invoice, if authorized) to the address designated in the contract to receive invoices. An invoice must include--

(i) Name and address of the Contractor;

(ii) Invoice date and number;

(iii) Contract number, line item number and, if applicable, the order number;

(iv) Description, quantity, unit of measure, unit price and extended price of the items delivered;

(v) Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on Government bill of lading;

(vi) Terms of any discount for prompt payment offered;

(vii) Name and address of official to whom payment is to be sent;

(viii) Name, title, and phone number of person to notify in event of defective invoice; and

(ix) Taxpayer Identification Number (TIN). The Contractor shall include its TIN on the invoice only if required elsewhere in this contract.

(x) Electronic funds transfer (EFT) banking information.

(A) The Contractor shall include EFT banking information on the invoice only if required elsewhere in this contract.

(B) If EFT banking information is not required to be on the invoice, in order for the invoice to be a proper invoice, the Contractor shall have submitted correct EFT banking information in accordance with the applicable solicitation provision, contract clause (e.g., 52.232-33, Payment by Electronic Funds Transfer—System for Award Management, or 52.232-34, Payment by Electronic Funds Transfer--Other Than System for Award Management), or applicable agency procedures.

(C) EFT banking information is not required if the Government waived the requirement to pay by EFT.

(2) Invoices will be handled in accordance with the Prompt Payment Act (31 U.S.C. 3903) and Office of Management and Budget (OMB) prompt payment regulations at 5 CFR part 1315.

(h) Patent indemnity. The Contractor shall indemnify the Government and its officers, employees and agents against liability, including costs, for actual or alleged direct or contributory infringement of, or inducement to infringe, any United States or foreign patent, trademark or copyright, arising out of the performance of this contract, provided the Contractor is reasonably notified of such claims and proceedings.

(i) Payment.--

(1) Items accepted. Payment shall be made for items accepted by the Government that have been delivered to the delivery destinations set forth in this contract.

(2) Prompt payment. The Government will make payment in accordance with the Prompt Payment Act (31 U.S.C.

(4) Discount. In connection with any discount offered for early payment, time shall be computed from the date of the invoice. For the purpose of computing the discount earned, payment shall be considered to have been made on the date which appears on the payment check or the specified payment date if an electronic funds transfer payment is made.

(5) Overpayments. If the Contractor becomes aware of a duplicate contract financing or invoice payment or that the Government has otherwise overpaid on a contract financing or invoice payment, the Contractor shall--

(i) Remit the overpayment amount to the payment office cited in the contract along with a description of the overpayment including the--

(A) Circumstances of the overpayment (e.g., duplicate payment, erroneous payment, liquidation errors, date(s) of overpayment);

(B) Affected contract number and delivery order number, if applicable;

(C) Affected line item or subline item, if applicable; and

(D) Contractor point of contact.

(ii) Provide a copy of the remittance and supporting documentation to the Contracting Officer.

(6) Interest.

(i) All amounts that become payable by the Contractor to the Government under this contract shall bear simple interest from the date due until paid unless paid within 30 days of becoming due. The interest rate shall be the interest rate established by the Secretary of the Treasury as provided in 41 U.S.C.
