2017 TRIDENT SSBN / SSGN TMDE LIFE CYCLE SUPPORT (LCS) SERVICES

4.0 Synopsis

This is a SOURCES SOUGHT NOTICE (SSN) announcement. SSNs are issued to assist the Agency in performing market research to determine industry interest and capability. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS.

5.0 Purpose

In accordance with FAR Part 10, SSP is conducting market research to identify potential sources capable of performing the required SSP Technical & Analytical TMDE Support identified in paragraph 6 below. The current proposed Period of Performance is estimated to be one base year plus four (4) one year options. SSP is seeking White Paper capability statements which identify vendor’s current capabilities to perform/execute the requirements identified in Section 6 and who meet the minimum qualifications identified in Section 7. Potential sources must have demonstrated function and technical expertise to execute these requirements with personnel who have first hand, demonstrated experience supporting both the functional and technical aspects of the Navy’s METCAL system.

Small Business firms having the capabilities to perform the requirements described in this SSN are encouraged to respond. It should be noted that any resultant contract or task order for services (except construction) will require at least 50 percent of the cost (contractors should note that "cost" refers to the total burdened labor costs expected to be expended under the effort) of the contract performance incurred to be expended for employees of the concern proposing as a prime. Please see FAR Clause 52.219-14, Limitations on Subcontracting (Nov 2011) for prescription and complete version of the clause.

6.0 Description of Requirements

SSP requires contractor support to provide onsite functional and technical expertise for SSP Headquarters (HQ) and SSP Field Activities (NOTU and SWFLANT/SWFPAC) to support the performance of TRIDENT SSBN/SSGN Test, Measurement, and Diagnostic Equipment (TMDE) Life Cycle Support services. Program and Technical support will include: Program Coordination, Information System Support Services, Fleet Indoctrination Support Services, Audit Support Services, Shipboard Calibration and Scheduling Program Support Services, and Technical Support system implementation.

6.1 Program Coordination Support Services:

The Contractor shall provide program coordination and liaison activities, including coordination, preparation, and review of OHIO Class Submarine TMDE LCS Program technical documentation, meeting preparation and coordination, and action item status reports. In providing program coordination, the Contractor shall perform the following:

a. Coordinate, prepare, and review OHIO Class Submarine TMDE LCS Program technical documentation.

b. Coordinate, review, and prepare OHIO Class Submarine TMDE LCS/Calibration Program technical and planning inputs/documentation supporting SSP responses to Ohio Class Replacement Program, Strategic Weapons Systems Ashore, and TRIDENT Training Facility tasks and queries.

c. Coordinate and function as the SSP designated activity to perform scheduled TMDE Status Inspections (TSIs) on Ohio Class Submarines required for ERO and availability periods. Assimilate, correlate, and distribute TMDE data required to support the TSI efforts

6.2 Information System Support Services

1. The Contractor shall maintain OHIO Class Submarine TMDE LCS Program Information Data Quality System, and applicable data system interfaces documentation. This documentation shall include a functional description, and shall be submitted for review and approval, when interface changes are proposed by applicable TMDE LCS data interface customers (e.g., U.K., SWFs, NSWC Corona).

2. The Contractor shall administer and maintain the OHIO Class Submarine TMDE LCS Program Information Data Quality System. This data system shall provide information services for program management support and aid in making program decisions, and shall be made available to higher level activities to satisfy Navy requirements. The Contractor shall administer and maintain the system as follows:

a. The Contractor shall perform scheduled and unscheduled maintenance such that system availability to Program participants, which is measured in terms of Mean Time Between Downing Events (MTBDE), is maintained. Downing events shall include hardware and software maintenance.

b. The Contractor shall conduct data recovery in the event of a hardware, software, or power failure. Recovery is defined as restoring all permanent and temporary files to the point of the last complete data transaction as determined by the Government.

c. The Contractor shall comply with SSP Information Assurance (IA)/Cybersecurity Requirements on all SWSNet-Connected systems, including training, certifications (e.g., ‘Security Plus’ and Certified Information Systems Security Professional (CISSP)), and applicable continuing education and re-certification for UII SSP Information Assurance Workforce (IAWF) personnel.

d. The Contractor shall ensure the proper handling of data, which is the information electronically or manually, entered and stored in the SSP OHIO Class Submarine TMDE LCS Program Information Data Quality System. Such data shall be a true representation of the circumstances being recorded. The key data attributes to be maintained are:

(1) Data accuracy, which is the degree to which individual data are recorded, reported, and stored in the database, accurately reflects the information entered and is accurately maintained over time.

(2) Data completeness, which is the degree to which all required data are successfully recorded, reported, and stored, shall be maintained on a daily basis.

(3) Data accountability is the degree to which the Contractor is able to identify the time or entry and source of all data inputs, as well as an audit trail showing the source and time of any changes to that data. Data accountability shall be maintained.

3. The Contractor shall review the Ohio Class Submarine Calibration Requirements List (CRL) and periodic Preventive Maintenance System Force Revisions (PMS FRs), and electronically provide applicable TMDE LCS comments and discrepancies to Naval Ship Systems Engineering Station (NAVSSES) for disposition, using the PMS Management Information System (PMS/MIS), to ensure that updated source documentation is correct, as required.

4. The Contractor shall ensure that Ohio Class Submarine Calibration Inventory and Servicing Data is captured, processed, and up-line reported, when incremental maintenance is performed as part of the TRIDENT Planned Equipment Replacement (TRIPER) Program (e.g., High Pressure Air Compressor replacements).

6.3 Fleet Indoctrination Support Services

1. The Contractor shall provide training and indoctrination to Fleet personnel for the OHIO Class Submarine TMDE LCS Program, including maintenance and distribution of indoctrination materials.

2. The Contractor shall provide training for the SSP “O” Level Calibration Recall System (e.g., MCMS Toughbook, MCMS shipboard network use (e.g., CANES)/MCMS Web, and replication) to support OHIO Class Submarine TMDE.

6.4. Audit Support Services

The contract shall provide technical and administrative support for OHIO Class Submarine TMDE LCS laboratory audits.

6.5. Shipboard Calibration and Scheduling Program Support Services

1. The Contractor shall coordinate and manage the implementation of the OHIO Class Submarine, Strategic Weapons Systems Ashore, and TRIDENT Training Facilities Test, Measurement, and Diagnostic Equipment (TMDE) Life Cycle Support Program “O” level Calibration Recall System (e.g., MCMS Toughbook and replication; MCMS Web, Micro-Calibration and Scheduling Management (Micro-CSM) at TRIDENT Training Facilities, Bangor and Kings Bay) policy and procedural documentation. The documentation shall include a functional description of the system.

2. The Contractor shall coordinate with the applicable activity to maintain the SSP “O” Level Calibration Recall System (e.g., MCMS Toughbook use and replication, MCMS Web, and Micro CSM) to support OHIO Class Submarine TMDE. Contractor system administration shall include the following:

a. The Contractor shall coordinate with the applicable activity to resolve all trouble calls regarding the SSP “O” Level Calibration Recall System.

b. The Contractor shall coordinate with the applicable activity to conduct the SSP ”O” level Calibration Recall System data recovery in the event of a hardware, software, or power failure. Recovery is defined as restoring all permanent and temporary files to the point of the last complete data transaction.

c. The Contractor shall ensure the proper handling of data and timely replication, which is the information electronically or manually entered and stored in the SSP “O” level Calibration Recall System. Such data shall be a true representation of the circumstances being recorded. The key data attributes to be maintained are:

(1) Data accuracy, which is the degree to which individual data elements are recorded/reported/stored in the database, accurately reflects the information entered and is accurately maintained over time. Data accuracy shall be optimally maintained.

(2) Data completeness, which is the degree to which all data are successfully recorded/reported/stored, shall be optimally maintained.

(3) Data accountability is the degree to which the Contractor is able to identify the time of entry and source of all data inputs, as well as an audit trail showing the source and time of any changes to that data.

3. The Contractor shall use the SSP TMDE Data Quality System and the applicable SSP Calibration Management System Profile / Interface (e.g., MCMS SSP Shore Support Profile), to provide timely replication of quality assured and validated TMDE Inventory and recall system data for replication to the recall systems for OHIO Class Submarines, Strategic Weapons Systems Ashore, and TRIDENT Training Facilities Bangor and Kings Bay.

4. The Contractor shall provide support to NSWC Crane, the Strategic Weapons System Ashore facility, Bangor and Kings Bay TRIDENT Training Facilities and the SWFs for configuration and inventory data coordination of OHIO Class Submarine TMDE to ensure that TMDE requirements, allowances, and inventory are compatible, and that support and maintenance requirements are consistent with the actual OHIO Class Submarine TMDE LCS inventory, as required. This includes:

a. Coordination to maintain consistency among various documents, including the OHIO Class Submarine Calibration Requirements List (CRL) and Planned Maintenance System (PMS) documentation and applications (e.g., Maintenance Index Pages (MIPs) and Maintenance Requirements Cards (MRCs)).

b. The Contractor shall notify the SWFs of identified Ohio Class Submarine TMDE inventory and calibration servicing data discrepancies for disposition and applicable corrections.

5. The Contractor shall provide TMDE configuration and repair data to NSWC Crane to support efforts to ensure that OHIO Class Submarine TMDE Exchange Pool requirements, allowances, and inventory are compatible, and that support and maintenance requirements are consistent with the actual TMDE Exchange Pool inventory.

6.6. Technical Support

1. The Contractor shall provide technical support, recommendations, and coordination for generating and responding to OHIO Class Submarine TMDE LCS problem reports (e.g., Technical Feed Back Reports (TFBRs).

2. The Contractor shall prepare, coordinate and manage an SSP Inter-Laboratory Comparison Program (ILCP) to ensure consistency of measurement accuracy at OHIO Class Submarine TMDE LCS calibration laboratories per OD 61250. The Contractor shall include the following:

a. The Contractor shall maintain and submit documentation for an ILCP to the SSP Program Manager. The Contractor shall consider cost effectiveness, minimization of impact on laboratory labor, critical item or difficult calibration comparisons (i.e., thread gauges), identification of parameters and conditions of candidates, and ensure ILCP program management independence from participating laboratories including SWFs, NSWC Crane, NSWC Corona, PSNS, and the MARCC.

b. The Contractor shall maintain ILCP documentation and report any updates/changes to the SSP Program Manager via signed deliverables as part of the Program Status Report.

c. The Contractor shall provide standards level contract laboratory calibration support using GFE provided.

d. The Contractor shall perform as ILCP Logistics Coordinator; and shall stage, process, and track on-site measurement progress.

3. The Contractor shall establish and maintain a system of unique identification for GFE, by assigning a machine-readable character string or number, and affixing the label to each discrete item of GFE.

7.0 Minimum Qualifications

Interested businesses must have demonstrated expertise and experience providing technical, functional and program support services with regard to the Navy’s TMDE METCAL program as indicated in paragraph 6 thru 6.6. Responders must have a facility clearance of at least SECRET and have a computing facility that is cleared to process SECRET data. All key personnel must have a SECRET clearance or higher and all personnel who will do contract work must have clearances that are appropriate for their assignments.

8.0 Qty of Personnel Required / Place of Performance

30 FTEs who will provide on-site support at the Washington Navy Yard, Naval Base Kitsap, and Naval Base Kings Bay.

9.0 White Paper Response Submittal Requirements

White Papers shall be submitted in Microsoft Word for Office 2000 compatible format or PDF format and are due no later than 8 March 2016, 3:00pm EST. The White Papers shall not exceed five (5) pages in total, using 12-point Times New Roman and 1” margin and shall be submitted via e-mail to Bina Russell at bina.russell@ssp.navy.mil.

3) Which NAICS code or codes do you currently provide SPS support services under?

4) Identify any current GSA/GWAC contract you currently possesses which can potentially fulfill this requirement.

Responders should indicate which portions of their response are proprietary and should mark them accordingly. Failure to provide a response does not preclude participation in any possible future competitive RFP for which a business is eligible to participate in, if any is issued. It is the responsibility of the interested businesses to monitor the FEDBIZOPS website for additional information pertaining to any potential acquisition and provide security clearances if necessary, to perform the statement of work (SOW).

10.0 SSN Disclaimer

This SSN does not commit the Government to solicit or award a contract for any support service. The information provided in the SSN is subject to change and is not binding on the Government. Respondents are advised that ALL costs associated with responding to this SSN will be solely at the interested parties expense and the U.S. Government will not pay for any information or costs incurred or associated with submitting an SSN White Paper response.
